Summary As a key member of the Victoria Hospital Foundation team reporting directly to the CEO, the Director of Finance is responsible for the day-to-day financial and operations of the Foundation, and ensuring efficient and effective financial systems to help the Foundation meet its current and future goals. Responsibilities of the position include monitoring overall organizational performance, managing organizational risk, and ensuring effective and accurate financial management, and support of administration and human resources. This position is a leadership role responsible for mentoring and directing the Foundation staff to implement best financial practice standards. The position also provides financial oversite to the Foundation’s non‑profit social enterprise, Victoria Lifeline. This position is responsible for the overall direction, coordination and evaluation of all areas related to finance, for the Foundation. This includes developing, implementing, controlling and maintaining systems and services, financial reporting and analytics, and guidelines to improve financial management and other business processes across the Foundation. Roles and Responsibilities Strategic & Business Planning and Risk Management Provide leadership in the development, evaluation, and communication of short and long‑term operational direction and objectives for finance, accounting, administration, and ensure alignment with overall organizational strategic objectives. Participate in and actively contribute to the Foundation’s strategic plan and annual operational business plans by openly sharing ideas, information and concerns regarding the Foundation’s operations, financial situation and the current business climate, with the CEO and Board of Directors. Develop, recommend and implement relevant policy, procedures, and processes approved by the Foundation Board or Management as required. Support the Finance & Audit Committee in reviewing and being appropriately apprised of the financial health and risks of the organization. Support the Investment Committee in implementing an appropriate investment/market risk management process to ensure the financial health and position of the Foundation. Research and collect information on trends in the operating climate of the Foundation, analyze information and assist in developing draft policies and recommendations regarding initiatives, appropriate financial controls and reporting. Work closely with other functions of the organization to coordinate strategies, processes and outputs and ensure the achievement of the Foundation’s goals. Act as an ambassador for the Foundation to the community. Help manage labour relations practices, ensuring policies and operational procedures are compliant with legislative requirements. Financial Management and Accounting Provide the financial information and advice required to assist the CEO and the Board of Directors in making effective and responsive operational and strategic management decisions. Develop and implement operational plans for the accounting and finance function including defined objectives and performance targets, human resource and other resource requirements and specific achievement deadlines. Direct the budget planning, development and forecasting for the Foundation, monitor financial performance and communicate work deadlines to ensure compliance and adherence to established budgets. Provide monthly, yearly and ad hoc financial statement and reports, variance analysis, and forecasting to the CEO, Board of Directors, Board Committees, and other stakeholders as required. Critically assess, develop, monitor and implement changes for continuous improvement to the financial systems and processes necessary to provide decision-makers with timely and meaningful financial information. Manage the sale of donated shares and review all disbursements to ensure compliance with policies and procedures. Monitor cash flow, review and approve monthly bank reconciliations and inter‑fund transfers, and make recommendations regarding operational planning and the availability of funds for investment or cash flow purposes to the CEO and the Board of Directors. Act as a resource, providing assistance and advice to staff with respect to financial issues and the interpretation of financial reports. Maintain, evaluate and recommend improvements to the accounting systems, and internal controls of the Foundation, including endowment fund management, grant management and pledge management. Review finance and accounting policies and procedures annually. Recommend changes and facilitate the development or amendments required for review and approval. Coordinate the year‑end audit process including the review and/or preparation of working papers, schedules, analyses and other required documentation. Safeguard assets and ensure accurate and timely recording of all transactions by implementing disciplines of internal controls across business units; develop and document business processes and accounting policies to maintain and strengthen internal controls. Oversee all accounts, ledgers, and reporting systems ensuring compliance with appropriate standards and regulatory requirements; manage and comply with local, provincial and federal government reporting requirements and tax filings. This includes the preparation of the annual charitable return. Oversee all financial, project/program and grants accounting; ensure that expenditures are consistently aligned with grant and program budgets throughout the grant/fund period. Works closely with the CEO and provides cost benefit and other financial analysis to evaluate business development opportunities, new initiatives, or special projects, programs, capital expenditures, etc. Provide a customer service orientated leadership role on behalf of the Foundation to all internal and external stakeholders (i.e. VH leadership, WRHA finance, etc.) creating a well‑respected and sought‑after resource. This includes overseeing the Finance & Administrative Coordinator in regards to parking and TV management companies. Works closely and transparently with all external partners including third‑party vendors and consultants in consultation with the CEO. Supports the negotiation process through financial analysis, information gathering and an understanding of business risk in order to advise on impact of decisions. Supports business and office system planning and administrative functions, including business continuity. Develops risk management plans in consultation with CEO. Monitor training/professional development plans/budgets for individual employees in compliance with the overall strategic direction of the organization. Ensure support staff are cross trained to assume day‑to‑day management responsibility in the absence of the Director or Finance. Qualifications Education and Experience 7 – 10 years of overall combined accounting, finance and management experience including experience in financial planning, financial technology systems implementations and conversions, budgeting, financial control and cash management. A professional accounting designation, CPA, required. A post graduate degree in Business Administration or related discipline would be an asset.
