Detailed Overview
The Manager, Pharmacy Quality & Medication Safety is responsible and accountable for providing leadership and direction in the planning, design, strategies, implementation and delivery of pharmacy-specific quality, safety and performance improvement programs and initiatives across Lower Mainland Pharmacy Services (LMPS) which includes Fraser Health Authority, Provincial Health Services Authority, Vancouver Coastal Health Authority and Providence Health Care by focusing on maintaining an environment of continuous improvement; collaborates with clinical and operational leaders to prioritize improvement projects, develops, implements, monitors and evaluates the process to ensures department policies and procedures comply with professional, legal and standards established for LMPS.
Directs the planning, implementation, maintenance and evaluation of the quality and safety model and standards for patient/client/resident care services including educational programs; manages the development of a pharmacy quality improvement and performance model to optimize desired patient/client/resident care outcomes and pharmacy operations across the Lower Mainland.
Responsibilities
Develops and evaluates the short and long term goals/service objectives for the quality assurance, medication safety and performance improvement including the evaluation and sustainment tools in support of the strategic direction/objectives of LMPS.
Manages the planning process for pharmacy quality, medication safety and performance improvement and facilitates the integration of all service area plans to ensure high quality and cost-effective pharmacy services.
Leads the development, implementation and evaluation of pharmacy service outcomes and performance by prioritizing quality initiatives based on program functions, needs and performance measurement system; plans, develops and implements quality and process improvement education, initiatives and materials including evaluation and sustainment tools.
Leads retrospective reviews such as Root Cause Analysis and/or prospective reviews such as Failure Modes Effect Analysis necessitated by safety events, critical incidents and/or process issues related to pharmacy services; monitors staff perceptions of safety, risk and quality improvement and documents issues based on staff observations and feedback.
Develops, implements and review department policy and procedures to ensure compliance with professional, legal and LMPS standards; monitors and evaluates the achievement of service objectives for the department; implements corrective actions, as needed to meet service objectives.
Consults and negotiates with user areas to improve pharmacy services, provides professional advice, reduce costs, facilitate consensus and resolve problems.
Develops and delivers introductory and advanced quality improvement training including LEAN; collaborates with clinical and operations leaders and staff in the integration of accreditation, CSHP and College standards, processes and related improvement priorities.
Provides leadership and direction to staff for the designated portfolio by determining staff complement and providing continuing staff development, education and training to ensure current skill sets and knowledge base of staff.
Selects, hires, directs, supervises and evaluates staff to ensure the effective performance of duties; disciplines and initiates employee terminations, as required.
Interprets and administers applicable collective agreement provisions; investigates and responds to employee grievances including grievances of a confidential manner; represents management up to and including Stage 3 of the grievance process; attends third party meetings as the Employer representative, as needed.
Prepares annual operating and capital budget for assigned portfolio/area; monitors activities and ensures expenditures are within approved budgets; performs corrective action, as required; identifies efficiencies and promotes optimal use of available resources; recommends current/future program requirements to the Director, Lower Mainland Pharmacy Services.
Proactively informs the leadership team and staff regarding regulatory issues, new statutes or guidelines and medication safety, quality and risk management activities.
Prepares and/or provides statistics and information on quality, safety and performance indicators, portfolio activity, quality assurance and clinical use on a schedule or requested basis.
Participates on and/or leads internal and external committees, as assigned
Qualifications
Education and Experience
Completion of recognized pharmacy residency program.
Master's degree in Pharmacy, Business Administration, Health Administration and/or related discipline or a Doctorate of Pharmacy (Pharm.D). Seven (7) years' recent related pharmacy experience utilizing quality improvement methodologies, including two (2) years' experience in a supervisory/leadership role, or an equivalent combination of education, training and experience.
Current registration as a Licensed Pharmacist with the College of Pharmacists of BC and active membership in the Canadian Society of Hospital Pharmacists.

Ability to manage and implement practice changes including leading and supporting change
Ability to develop and maintain effective working relationships with internal and external stakeholders
Ability to develop and nurture a culture of continuous quality improvement
Ability to design, conduct and publish research
Working knowledge of applicable legislation, regulations and collective agreements
Ability to operate related equipment including applicable software applications
Physical ability to perform the duties of the position
