Fleet Maintenance Director – Penner International Inc. Reports To: General Manager Department: Maintenance Supervises: Shop Maintenance Supervisors, Mechanics, and Administrative Maintenance Staff 1. Purpose of Position The Fleet Maintenance Director is responsible for the strategic leadership, standardization, and oversight of maintenance. The role ensures that maintenance programs, personnel, and assets meet corporate performance, safety, and cost standards while maintaining fleet reliability and compliance. 2. Core Responsibilities A. Leadership Lead Corporate Maintenance transformation projects and monitor progress. Provide direction and coaching and development for all maintenance staff and shop supervisors. Develop and enforce corporate maintenance policies, procedures, and performance standards. Serve as the primary liaison between corporate maintenance and operations. Promote knowledge sharing, teamwork, and continuous improvement among all maintenance teams. B. Maintenance Operations Management Oversee preventive maintenance, repairs, and inspections for tractors, trailers, and equipment. Implement, maintain and monitor Standard Repair Times (SRTs). Audit and monitor maintenance practices for quality, compliance, efficiency and consistency. Ensure adherence to regulatory and safety requirements (MSFC, CVOR, DOT, OSHA, etc.). Provide operational support during staff transitions, emergencies, or major projects. C. Parts and Vendor Management Evaluate, standardize, and approve all parts and components used across the network. Collaborate with the Corporate Director of Maintenance on best-in‑class inventory practices working closely with parts staff to obtain best value results. Oversee inventory management, including min/max levels and valuation controls. Develop and manage relationships with external vendors to ensure service quality and cost effectiveness. D. Financial Oversight Assist in the development of maintenance budgets and monitor results. Track and report on KPIs such as shop productivity, downtime, parts usage, and cost per unit. Identify areas for cost control and implement corrective actions. Participate in capital planning, equipment specification, and ROI assessments. E. Training and Workforce Development Assist in the design and implementation of training programs for technicians and supervisors. Develop internal capability for performing warranty repairs. Provide training on the company’s maintenance information system (MIR). Encourage a culture of safety, accountability, and continuous professional improvement. F. Administrative and Compliance Duties Assist the safety department in overseeing registration, permits, and regulatory documentation for all fleet units (IRP, plates, etc.). Ensure compliance with all internal and external safety, environmental, and operational policies. Support technician recruitment and retention initiatives. Assist road service/breakdown operations and provide guidance for field repairs. 3. Qualifications Education/ Experience Business degree, or related field and/or 7–10 years in fleet or maintenance management, preferably in a transportation environment Leadership Proven experience leading teams and implementing standardized procedures Technical Skills Strong understanding of preventive maintenance programs, inventory management, and maintenance KPIs Software Skills Maintenance management systems (MIR, TMW or equivalent), MS Office Suite (Excel, Outlook) Language (English) Other Valid driver’s license; knowledge of Manitoba’s Safety Fitness Certificate Program, CVOR and DOT regulations as well as the Heavy Duty Equipment Mechanic Regulations 4.
