RQ09375 - Privacy Impact Assessment (PIA) Specialist - Senior Client: Ministry of Health Work Location: 222 Jarvis Street, Toronto, Ontario (Hybrid) Estimated Start Date: 2025-07-01 Estimated End Date: 2026-03-31 Business Days: 208 Extension: Probable after the initial mandate Hours per day: 7.25 hours Security Level: CRJMC Must Have 10+ years of experience in privacy impact assessment methodologies, tools, and techniques Understanding of policy development to lead or participate in the development of options and strategies on information management and privacy protection Managing privacy risks in the collection, use and disclosure of Personal Health Information (PHI) Demonstrated experience and competency to identify and evaluate emerging privacy issues, changes, and trends that impact government policy directions Ability to prepare comprehensive reports, options analyses, briefing materials and presentations on privacy issues Description / Responsibilities Develop privacy impact assessments and review recommendations from the PIA of proposed solutions and business processes Lead and provide technical expertise in the development of access and privacy tools for PHI handling Engage and facilitate privacy‑related discussions with business, IT, legal and privacy stakeholders across the ministry and other agencies Assess business flows and contexts, perform stakeholder analysis, and evaluate governance structures to protect PHI Support projects to ensure compliance with PHIPA (2004) and other privacy best practices Advise on legacy systems and information architecture to improve PHI protection Create business processes describing PHI flows for new technologies, programs, or systems Document separation and security mechanisms to prevent improper access to PHI Provide privacy expertise, consultation, and support to project teams and senior management Analyze FOI and privacy implications of new information technologies and assist in documentation Recommend mitigation strategies and privacy-enhancing technologies according to PIA procedures Prepare status reports and updates for steering committees, advisory panels, and other governance bodies Provide change management support for privacy business process changes Technical Skills (Core Requirements) 10+ years experience in privacy impact assessment, risk analysis, and business analysis Practical knowledge of IT concepts and processes impacting personal information protection Experience with threat and risk analysis principles and program analysis Leadership in operational risk assessments and remediation recommendations Implementation of information privacy best practices Core Skills and Experience Resolving complex issues, identifying options, and making recommendations Analyzing policy proposals to assess IT business implications and strategic options Applying legislation and regulations to ensure compliance Evaluating emerging privacy issues and trends impacting policy Preparing reports, briefing materials, and presentations on privacy issues Consulting and negotiation to gain support for policy initiatives Building relationships with senior management and stakeholders Strong oral and written communication skills Contact For more information, please contact hrsmss@smsoftconsulting.com #J-18808-Ljbffr
