The HSE Manager is responsible for leading, implementing, and continuously improving the company’s Health, Safety, and Environmental (HSE) across operations in the Canadian Region. This role ensures compliance with Alberta Occupational Health and Safety (OHS) Act, Regulation, and Code, as well as applicable Canadian federal standards including Transport of Dangerous Goods (TDG), WHMIS 2015, and, where radiography work applies, Canadian Nuclear Safety Commission (CNSC) licensing requirements. The position supports field operations including industrial radiography, hot tapping, mechanical services, and construction-related activities requiring strong knowledge of high-risk environments and applicable Canadian regulatory frameworks. The HSE Manager oversees safety audits, Certificate of Recognition (COR) compliance, hazard assessments, training programs, incident investigations, and continuous improvement efforts to maintain a prevention-focused safety culture. Qualification Requirements Minimum of a high school diploma or G.E.D.; a bachelor’s degree in Occupational Health & Safety, Construction Management, Engineering, or related field is preferred. Minimum 5 years of experience in safety management within industrial, construction, radiography, hot tap, or other heavy-industry environments. Experience managing or supporting field safety programs in Canadian industrial sectors. Strong working knowledge of Alberta OHS legislation, including Parts 2, 4, 6, 15, 16, 18, and 41. Demonstrated competence with COR audit requirements (Alberta Partnerships in Injury Reduction). Knowledge of Workers’ Compensation Board – Alberta (WCB-AB) requirements. Understanding of federal TDG regulations, particularly Class 7 (Radioactive Materials) where applicable. Preferred certifications: CRSP, CHSC, NCSO, GSC, OH&S Certificate or Diploma. Ability to travel to sites across Alberta and Western Canada. Valid Canadian driver’s license with acceptable record. Must be able to read, write, and communicate in English. Knowledge, Skills, and Abilities Strong understanding of Canadian industrial safety practices, including radiography, hot tap operations, confined space entry, lifting and rigging, and construction activities. Proficient understanding of COR audit standards. Ability to interpret and apply: Alberta OHS Act, Regulation, and Code CSA Standards WHMIS 2015 Federal TDG Regulations CNSC requirements for radiography Strong hazard identification, inspection, and risk assessment abilities. Excellent communication and training delivery skills. Strong analytical and problem‑solving capabilities. Essential Functions Support and promote a proactive safety culture aligned with Canadian best practices. Lead HSE activities supporting industrial field operations including radiography, hot tapping, mechanical services, and construction. Develop and deliver HSE training, including orientations, hazard assessments, WHMIS, TDG, respiratory protection, and confined space entry. Ensure compliance with Alberta OHS legislation, COR program requirements, TDG, WHMIS 2015, and CNSC regulations. Maintain documentation for internal and external COR audits. Conduct field inspections, hazard assessments, and program audits. Maintain accurate safety records, including training, inspections, incident reports, and corrective actions. Lead incident investigations using recognized methodologies (TapRooT®, fishbone, 5‑Why). Develop lift plans aligned with CSA Z150 and related standards. Track employee certifications and training.
