The role focuses on ensuring compliance with Canadian immigration laws, analyzing work permit documentation, advising leaders on eligibility and risks, and determining whether Chartwell will provide support through employer applications. The EEC fosters an ongoing environment of positive employee relations at all levels.ResponsibilitiesProvide advice, interpretation, coaching and guidance to managers and employees on employee relations, immigration programs and temporary foreign worker programs and permits, employment law interpretation, complaints, investigations, risk management, employee performance, leadership development, pay and benefits, conflict resolution, absenteeism management, performance management, progressive discipline, HR documentation and terminations.Support the development and monitoring of temporary foreign worker processes including assisting with management of employees with temporary work permits and processing employer support requests for applications.Provide strategic guidance to management and HR on immigration compliance, pathways, and workforce planning, including LMIA and provincial nominee programs, case assessments, and staffing risks related to permits and employment continuity.Serve as the primary liaison with external counsel, government bodies, and stakeholders on immigration matters; manage case files, ensure timely permit processing, and prepare leadership reports on trends, risks and compliance.Assist with monitoring the frequency and duration of steps in grievance procedures; reduce volume and duration of grievances through effective dispute resolution techniques.Assist in the implementation and monitoring of Attendance Management Programs, Early and Safe to Work Programs, and WCB Claims Management Programs.Respond to staff incidents at the residences with timely communication with the Director, Human Resources.LeadershipProvide support, advice and guidance to managers on employee programs, employment legislation, and company policies to ensure fair and consistent implementation.Act as a role model for positive employee relations.Regulatory ComplianceEnsure designated retirement teams are compliant with applicable provincial legislation, including Provincial Employment Standards, Labour Relations, Occupational Health and Safety, the Workplace Safety and Insurance Act, and provincial Human Rights legislation.Ensure Chartwell remains compliant with Immigration and Temporary Foreign Worker legislation, including reviewing and validating immigration documents, advising management and HR on restrictions, coordinating with payroll on permit expirations and renewals, and maintaining accurate, confidential records.Ensure HR programs and practices comply with applicable collective bargaining agreements.Operational and Administrative SystemsResearch relevant information to stay current with employee matters.Draft and formulate correspondence, reports, and supporting documentation within the realm of employee relations and special projects.Champion annual Employee Engagement surveys and related processes.OtherSupport HR-related workshops and training sessions.Participate in special projects as assigned.QualificationsExperience: A minimum of 5 years of progressive HR experience as a generalist with a focus on employee/labour relations, preferably in a complex multi-union environment.Education: Post-secondary education or Diploma in Human Resources Management; CHRP certification is an asset.Skills & Abilities: Ability to align with Chartwell’s vision, mission, and values; strong customer service focus; solid knowledge of Canadian immigration law (LMIA, OINP, work permits); ability to analyze permit documentation and determine work eligibility; strong problem solving, communication and conflict resolution skills; proficiency with Microsoft Office; bilingualism English/French is an asset (Quebec – Mandatory).Special RequirementsTravel within assigned business platform.Successful completion of professional reference checks and criminal record checks.About UsAt Chartwell, we’re all about Making People’s Lives BETTER: the lives of our residents and their families, and the lives of our employees.
