The Metis CART "Creating Authentic Relationships Together" Program (Metis CART) is a wraparound program that walks alongside parents who struggle with their relationship with substances and supports the family in ways that will allow their children to live with them safely.

Our Metis Connect Program has seen great success connecting children and youth to their extended families, community and culture as well as making it possible for parents to get the extra family/community support they need to go home safely with their babies at birth and/or reunify safely with their children again. We believe in planning around the kitchen table rather than the boardroom table. This has also allowed our agency to expand its own Kinship Care program while meeting with families.

CART Case Manager

Creating Authentic Relationships Together

The Creating Authentic Relationships Together (CART) is an inclusive child protective project for families referred to Metis Child, Family and Community Services with co-occurring parental substance abuse and mental health issues.

Metis CART will pair a case manager with a Peer Family Mentor to work collaboratively with in-house addiction and mental health treatment resources towards providing intensive support, treatment and child welfare services to families in need of these services. The Metis CART case manager will also actively involve safe and supportive extended family members to create safety for children in the home. Whenever it is possible and safe, the Metis CART program will keep children in their homes while parents work toward and achieve recovery from their substance use issues.

Main areas of Key Responsibilities and Activities

As a member of the CART team:

  1. In collaboration with parents, extended family members and external resources, develop realistic and sustainable child safety plans that address substance use and mental health issues.
  2. Facilitate family network and collateral meetings.
  3. Assess risk of maltreatment and identify family strengths and needs.
  4. Assist in the development and evaluation of interventions used in the CART project.
  5. Complete all administrative and reporting requirements.
Education and Experience
  1. Bachelor’s degree in Social Work or Master of Social Work degree.
  2. Bachelor of Arts degree and three years related experience or a combination of education and five years related experience.
  3. Two years of direct child welfare experience.
  4. Experience in crisis intervention, abuse investigation and assessment of high risk situations.
Knowledge, Skills and Abilities
  1. Demonstrated understanding of Metis and Inuit culture and communities.
  2. Demonstrated knowledge of the impact of substance use on parents and children.
  3. Demonstrated skills in clinical assessment, child safety assessments, planning and interventions.
  4. Demonstrated knowledge of CFSIS, Microsoft Office, and Outlook.
  5. Understanding of the Manitoba Child and Family Services Act, standards and regulations.
  6. Strong organizational, time management and prioritizing skills.
  7. Possess an acceptable Child Abuse Registry Check, Prior Contact Check and Criminal Records Check.

Prior to commencing employment the successful applicant will be asked to provide satisfactory results of a Criminal Record Check with Vulnerable Sector Search, a Child Abuse Registry Check, Prior Contact Check and a Driver’s Abstract upon hire at their own expense. A valid Manitoba driver’s license and the use of a personal vehicle are requisites as travel within and outside the city are required.
