Job Opportunity: Chief Financial Officer (CFO)

Location: R.M. of Riding Mountain West, Inglis, Manitoba

The R.M. of Riding Mountain West is seeking a dedicated and experienced Chief Financial Officer (CFO) to manage all financially related activities within our community. Reporting directly to the Chief Administrative Officer (CAO), the CFO will play a crucial role in ensuring financial stability and transparency.

Key Responsibilities:

1. Supervisory Duties:
   1. Supervise Finance Coordinator and Public Works Executive Assistant in financial duties.
2. Arrange for Audit Tender.
3. Liaise with Auditors to establish timelines and processes.
4. Ensure completion of year-end accounting transactions.
5. Provide necessary information and answer auditor queries.
6. Present audited financial statements to council.
7. Submit audited financial statements to the Ministry and make them available to the public.
8. Perform monthly bank reconciliation (weekly in October).
9. Ensure subsidiary ledgers and activities are balanced.
10. Report monthly to Council on various funds.
11. Manage GST and PST returns.
12. Apply for and report on grants.
13. Handle LUD and SAVED financials.
14. Manage annual lease holder invoices and provincial reports.
15. Process debenture payments and local improvement projects.
16. Draft and report on the budget, calculate mill rates, advise on capital budget and services plans.
17. Manage the tax roll, apply penalties, and handle tax sale processes.
18. Conduct necessary studies (water rates, garbage collection, etc.).
19. Liaise with fire departments, LUD committee, and Broadband Committee on financial matters.
20. Other Duties:
    1. Attend council meetings as required.
    2. Manage general insurance policy.
    3. Arrange staff training.
    4. Answer public and institutional financial inquiries.
    5. Prepare draft bylaws and policies.
    6. Assist in administrative matters.
    7. Serve as Treasurer for the Inglis and Area Trust Fund and the SAVED Committee.
