Job Summary Reporting to the Manager of Energy Management, the Building Automation System (BAS) Analyst is responsible for managing and optimizing BAS across municipal facilities to support energy efficiency goals. This includes analysing system performance, resolving technical challenges, coordinating automation software and integrating BAS with broader energy initiatives. The role supports energy conservation projects through all phases—from planning and design to commissioning and performance review. Additional responsibilities include utility bill analysis with benchmarking and normalization, training facility staff, managing BAS user interfaces and accounts, and ensuring compliance with health and safety standards. Education Post‑secondary degree or diploma in an Engineering program specializing in building systems such as automation, HVAC, etc. or a related field of study. Specialised training in a building‑related field is considered an asset. An equivalent combination of education and relevant experience may be considered. Knowledge 1–3 years of experience in energy management, building automation, computer science/IT, or a related field. Experience in a municipal or public sector environment is preferred. Proficiency in energy analysis software, utility bill analysis and data reporting tools. Advanced skills in Microsoft Excel; working knowledge of Word and PowerPoint. Strong understanding of building automation systems (e.g., Niagara N4, Honeywell, Distech, Siemens, Schneider Electric) including programming, architecture and integration (BACnet, LonWorks, Modbus and proprietary networks). Familiarity with municipal and energy regulations, sustainability initiatives and health and safety legislation. Excellent analytical, problem‑solving and documentation skills. Effective communicator with strong interpersonal and coordination abilities. Organised, detail‑oriented, adaptable to evolving technologies and capable of working independently or collaboratively. Tridium Level 1 certification or equivalent is considered an asset. Responsibilities Provides building automation system (BAS) management and optimisation expertise across municipal facilities, ensuring performance, energy efficiency and compliance. (45 % of time) Operates, maintains and troubleshoots existing BAS to ensure optimal performance and energy efficiency. Coordinates with third‑party vendors for system upgrades, maintenance and repairs. Ensures BAS operations comply with local, provincial and federal regulations and standards. Stays current with technological advancements in building automation systems. Acts promptly to support Operations staff during BAS‑related emergencies or failures, ensuring rapid resolution. Supports energy management initiatives through data‑driven analysis and strategic planning to enhance sustainability and reduce consumption. (25 % of time) Utilises BAS to monitor and analyse energy usage across municipal facilities. Contributes to the development and implementation of strategies to reduce energy consumption and improve sustainability. Collects and analyses energy consumption data across all municipal facilities. Develops and maintains energy usage databases, ensuring data accuracy and integrity. Prepares comprehensive energy reports and dashboards for management and departments. Conducts energy audits and assessments, recommending actionable improvements. Provides technical support and guidance in energy management technologies and tools. Collaborates with internal teams and interested parties to integrate BAS with other municipal systems and improve system functionality. (15 % of time) Works with IT and engineering teams to integrate BAS with other municipal systems and technologies. Collaborates with facility managers and staff to understand operational requirements and enhance system capabilities. Assists in the development and coordination of training for facility staff on BAS‑related procedures and technologies as required. Conducts data analysis and reporting to support decision‑making and continuous improvement. (15 % of time) Analyzes data collected from BAS to identify trends, issues and opportunities for improvement. Generates detailed reports for senior management, highlighting key findings and actionable recommendations.
