1 day ago Be among the first 25 applicants Position Summary Reporting to the Director, Capital Redevelopment, the Manager, Planning & Redevelopment provides overall capital planning leadership and direction in the development and maintenance of Quinte Health Master Program, Master Plan and all capital redevelopment projects. The primary goal is to create safe, high‑quality care environments. The incumbent facilitates the delivery of professional services including capital planning, functional programming, project management, space, furniture and interior design standards, space management, and administers capital redevelopment projects as directed. This position focuses on customer service, balancing departmental and organizational solutions while managing competing priorities. The Manager collaborates closely with a multidisciplinary team of hospital staff, clinicians, service providers, consultants, contractors and others to deliver capital projects. The Manager delivers projects implementing best practices for project management, communication, health & safety, infection protection, construction administration, commissioning and risk management while meeting scope, schedule, cost and quality targets. The Manager prepares and submits capital proposals to OH & MOH for review and approval, ensuring awareness of key Ministry objectives and benchmarks. The Manager provides financial reports to ensure projects meet financial and operational goals. The Manager maintains a project tracking system and change management resource, providing regular status reporting to the Director and Senior Leadership Team. The Position The Manager of Planning & Redevelopment will implement strategic facilities, planning and management for both new and existing hospital facilities for Quinte Health. This role provides direction and leadership to support safe, effective and efficient spaces where quality patient care is delivered. The Manager will provide insight and leadership in developing the organization’s master program and master plan, supporting strategic priorities of high‑quality care, healthy workplace, strong partnerships, impactful technology and a culture of patient and caregiver leadership. The Manager leads a team of internal and external professionals, possessing expertise in planning, design, administration, furniture and equipment, clinical operations, construction and project delivery. The Manager also provides leadership and guidance on the planning and approvals process. Reporting to the Director, Capital Redevelopment, this role is a dedicated member of the redevelopment project team. The Manager ensures an appropriate vision for facilities planning is integrated into the planning, design and implementation of all capital projects, including providing inputs on the PECMH major redevelopment. The Manager supports implementation of projects, providing leadership to project managers and coordinators while collaborating closely with leaders and frontline staff across the organization. Required Qualifications Post‑secondary program (diploma/degree) in design, planning, engineering or project management related field; bachelor's preferred Minimum 7 years’ experience in healthcare facilities planning and capital redevelopment projects Experience and understanding of health facility planning, operations and systems Experience managing local and remote teams, full‑time staff, consultants, contractors and vendors Exceptional ability in working with users to define specific needs and functional requirements while adhering to corporate facilities standards Good understanding of the MoH Capital Branch 5‑Stage Capital Planning Process; ability to prepare and submit capital proposals Exceptional communication skills with multidisciplinary user groups; ability to develop clear scope, cost and schedules aligned with organizational objectives Skill in developing facility: finishes, furniture and equipment standards Experience supporting or leading large‑scale capital redevelopment projects Skilled negotiator able to bring consensus to challenging issues Exceptional verbal and written communication skills Duties Maintain a strong planning presence in all team meetings, programming, planning and design decisions Support the vision for clinical and non‑clinical space program service delivery, workflow process redesign and planning, ensuring consistency with organizational vision Diagnose core planning issues and gaps, providing implementation strategies for development and execution of such strategies Identify opportunities to implement capital/operational/clinical efficiencies and optimizations to enhance patient, public and staff experience Collaborate with users on departmental/service plans to align equipment, workflow, facility design and enabling technologies Consider sequencing, timing and risks for all acquisitions required to meet project schedule, factoring procurement and supply‑chain timelines Work collaboratively with clinical services, clinical support and non‑clinical support teams to ensure planning requirements are integrated into design, equipment list, construction and commissioning Effectively engage key organizational stakeholders including clinical users and external vendors, ensuring effective change management benefits and realization Ensure efficient project management principles and practices for highly demanding projects on time, within budget and to specifications Participate in the development of quality standards, controls and procedures, ensuring solutions are compliant Cultivate relationships internally and externally, including vendor management and senior leadership team Participate in meetings such as Steering Committee, ICAT Working Group, User Groups and Design Team Facilitate involvement of existing Quinte Health specialists into projects as required Physical Demands Analysis Strength Required – Rarely: lifting average 5–10 pounds, maximum 15 pounds, carrying, pushing/pulling Mobility Required – Often: prolonged sitting Required – Occasionally: standing and walking on hard surfaces, bending/stooping Dexterity Required – Often: prolonged fine finger movements Required – Frequently: gripping/grasping, eye/hand coordination Required – Briefly: reaching with both hands Equal Opportunity We thank all interested candidates for their response; however, only those chosen for an interview will be contacted.
