Project Procurement Manager

Overview Reporting to the Project Procurement Director, the Project Procurement Manager (RFBR) leads the project procurement team of Buyers and Order Administrators on all procurement‑related activities. The role ensures all procurement activities are carried out in accordance with project budgets and schedules, including preparation and execution of purchasing documents. It also involves managing personnel in a hybrid work environment to ensure high performance and timely delivery of procurement deliverables. Your Role Collaborate with the RFBR Project team on overall procurement strategy and subcontractor management plan. Work closely with Engineering to identify and establish new suppliers for new scopes of work. Lead procurement tendering activities under the QA Management program. Prepare and manage the Request for Proposal process, encompassing: Preparing sourcing plans and bidder lists for supplier qualification. Ensuring bidders comply with quality, technical and export requirements. Evaluating proposals and coordinating with Engineering and QA to finalize overall evaluation. Negotiating with suppliers to achieve the best contractual agreement. Recommending the winning bidder and ensuring all necessary approvals are obtained per authority levels. Complete and issue equipment supply contracts and purchase orders. Serve as the key interface to suppliers and the Project Director’s/Manager’s procurement priorities. Lead overall negotiation strategies and strategic procurement of all goods and services, ensuring cost savings and required lead times. Secure export permits, freight forwarding, logistics contracts, NDAs and commercial terms as required by the customer. Support project schedules, plans, and estimates. Ensure adherence to the Quality Management program and SNC‑Lavalin Code of Conduct. Maintain up‑to‑date, accurate procurement KPIs and data reporting. About You University degree or relevant experience; post‑secondary education preferred. Ten years’ experience in purchasing with sound knowledge of purchasing practices. CSCMP certification or enrollment in CSCMP programs is desirable. Knowledge of contract law and competitive bidding best practices. 12‑15 years’ experience leading a procurement team. Experience in strategic sourcing strategies and supplier negotiations. Experience with quality program standards and processes across all supply chain levels. Ability to read technical drawings and understand specifications. Proficient technical knowledge with excellent written, oral, communication and analytical skills. Strong relationship‑building skills with internal customers and problem‑resolution capability. Self‑starter able to work with minimal supervision. Demonstrated leadership and project experience. Capacity to work independently in a fast‑paced environment. Strong work ethic, organization, time‑management, multi‑tasking, detail orientation, and team orientation.
