Financial services include financial planning, reporting and operations, as well as ongoing engagement with policy and program areas to provide strategic decision‑making support. This role supports the Ministry’s financial reporting functions and contributes to the APS Government of Alberta (GoA) financial reporting initiatives. Role Responsibilities Reporting to the Manager, Financial Reporting, the Financial Reporting Analyst coordinates the Ministry’s financial reporting functions. Responsibilities include preparing financial statements, engaging in planning and instruction of monthly, quarterly and year‑end requirements, collaborating with Service Alberta, Red Tape Reduction, and Treasury Board and Finance to resolve issues, and implementing financial controls in compliance with Canadian Public Sector Accounting Standards. The position also administers capital asset governance, reconciles asset modules, provides guidance on revenue transactions, and supports audit processes. Responsibilities Include But Are Not Limited To Prepare quarterly financial statements and related schedules for submission to Treasury Board and Finance. Prepare annual financial statements in accordance with GoA accounting policies and Canadian Public Sector Accounting Standards. Provide expertise in interpreting the Public Sector Accounting Board handbook, Treasury Board and Finance accounting standards and directives, and relevant GoA legislation. Address complex ministry accounting issues and work with Leadership and Treasury Board and Finance staff to analyze and recommend options for resolution. Provide ad‑hoc advice on accounting matters such as clarification of accounting policy and procedures, accounting entries, reconciliations, etc. On a regular basis, perform review and verification of daily accounting entries into the general ledger. Create, maintain, retire, and dispose of capital assets based on the information provided by program areas. Reconcile the asset management module with the general ledger on a monthly basis. Provide guidance to other team members on the analysis and investigation of revenue transactions for discrepancies monthly and ensure coding corrections are completed on a timely basis. May be required to complete analysis and investigation for complex matters. Analyze Labour Market Transfer Agreement revenue received from the GoC and ensure proper distribution to partner ministries. Prepare briefing notes and responses to Action Requests and other ad‑hoc requests as required. Participate in ministry projects requiring financial input. Qualifications University graduation in Business, Finance, Accounting, Commerce, Management, or a related field plus 3 years of progressively responsible related experience; or equivalent as described below. Equivalency Related diploma plus 5 years directly related experience. Accounting designation and 1-year additional related experience. Required Skills Advanced skills in Microsoft Office, including Word, Outlook, Excel and PowerPoint. Experience working with relevant financial information systems, reporting tools and software (e.g., Excel, Enterprise Resource Planning (ERP), System Analysis Program (SAP)) and ability to manipulate data sets. Experience preparing, reviewing and presenting financial statements. Experience preparing briefing materials that translate financial data into meaningful information for decision makers. Solid understanding and experience with the application and research of accounting policies, practices and theories such as Generally Accepted Accounting Principles (GAAP). Assets Canadian professional accounting designation (CPA or legacy designation) or equivalent. Knowledge of Alberta legislation (Financial Administration Act, Fiscal Planning and Transparency Act, Government Organizational Act, Alberta Public Agencies Act). Knowledge of Public Sector Accounting Standards (PSAS) and ability to interpret PSAS for monitoring, recording, reporting and interpretation of financial information.
