Overview

Reporting to the Director, Climate & Environment, the Manager, Climate Action will provide leadership to the Climate team and will support project management, reporting, communications, policy and program initiatives that advance the City of Richmond's climate action objectives.

Examples of key responsibilities include, but are not limited to:
  • Providing leadership and direction to support corporate climate and energy management frameworks such as the Richmond's City Circular Strategy and Community Energy Emissions Plan that include ongoing community outreach and expertise to the public, business, industry and development community.
  • Managing, developing, preparing and monitoring capital and operational budgets. Managing, analyzing and securing grant and provision funding; and monitoring operations to ensure service levels have been met in accordance with established budget parameters.
  • Preparing and coordinating a variety of internal and external communications including memos, reports and policy-based documentation. Presenting to a variety of internal and external interest groups, including Mayor and Council.
  • Developing and overseeing education, engagement and communications regarding new and existing community energy and greenhouse gas reduction policies and programs. This includes communicating and educating stakeholders and customers to ensure the intended policy results are achieved.
  • Liaising with advisory groups, industry organizations and senior government including the Province, BC Hydro, FortisBC and the Energy Step Code Council of BC.
  • Acting as the technical lead for the City's climate and energy management initiatives and for other major private and public infrastructure projects.
  • Developing, implementing and maintaining public and private policies and initiatives such as OCP amendments, the Energy and Zero Carbon Step Codes, Circularity, bylaw updates for energy efficiency, and EV infrastructure planning. Providing strategies based on critical analysis of various alternative solutions and best practices and develop and revise existing work methods, guidelines and procedures.
  • Leading and analyzing current and future legislative and policy regulations and standards relating to public and private policies and initiatives such as the Energy and Zero Carbon Step Codes, Circularity, bylaw updates for energy efficiency, and EV infrastructure planning. Communicates to senior leadership on impact, progress and opportunities.
  • Establishing criteria and performance metrics to guide problem solving, decision making, and reporting as a means to ensuring existing policies and programs, guidelines and customer service procedures are effective. Providing ongoing community outreach and expertise to the public, business, industry and development community.
  • Participate in the Regional Engineers Advisory Committee's Climate Protection Subcommittee and BC Hydro's Community Energy Managers cohort to represent the City's climate action interests and to contribute to policy development and advocacy for issues of regional and provincial importance.
  • Leading, procuring and overseeing technical studies related to embedded carbon, carbon benchmarking, and material flow analysis to design and support corporate and community policy.
Knowledge, Skills & Abilities:
  • Knowledge of current and leading practices of corporate and community energy and emissions management, planning and development, reporting and communications.
  • Skilled in community and stakeholder engagement and communications.
  • Skilled in presentation and writing skills.
  • Ability to demonstrate successful interdepartmental and/or multi-sectoral work experience, as well as with building and maintaining partnerships with internal and external customers.
  • Ability to demonstrate success with effective project management, strategic planning and organizational skills and the ability to link long range goals to immediate work plans.
  • Knowledge of local, regional and international agencies that provide expertise, grants and other resources related to sustainability initiatives.
  • Working knowledge of municipal tools, services, programs, financing strategies that support sustainability outcomes.
Qualifications and Experience:

Graduate university degree in engineering, environmental science, environmental studies, planning, landscape architecture, public policy, resource management or a related field. A minimum of 10 years of experience in energy and energy systems management, policy development and program delivery related to sustainability, preferably within local government. Membership or eligibility in at least one of the following: Registered Professional Planner, Registered Professional Engineer, Certified Energy Manager Designation, Registered Engineering Technologist.
