The Assessment and Taxation branch is crucial to Edmonton's financial health, collecting over 55% of the annual revenue needed for city services. The Manager of Tax Accounting plays a key role, overseeing accounting and billing for approximately 430,000 property tax accounts, which contribute more than $2.5 billion in combined municipal tax revenue and provincial education taxes.

Reporting to the Director, Taxation Operations, this position leads teams that manage the preparation of tax products, handle time-sensitive accounting functions, process payments, and ensure accurate transactions. The Manager liaises with a large variety of internal and external stakeholders and plays a vital part in collecting Grant-in-Lieu revenues and supporting complex city programs. With responsibilities ranging from strategic insight into corporate programs to resolving complex problems, this position significantly impacts the City's financial stability and revenue management.

What will you do?

  • Steer a dynamic team through the complexities of tax billing and administration, fostering a culture of excellence and driving continuous improvement in critical financial processes.
  • Oversee the accurate billing of over $2 billion in municipal tax revenue, ensuring accuracy, compliance, and the financial health of Edmonton.
  • Provide expert insights on taxation for high-profile City programs, influencing policy and ensuring efficient program delivery and accurate allocation of funds.
  • Tackle intricate financial challenges, developing innovative solutions and navigating legislation to ensure efficient revenue management.
  • Cultivate strong relationships with internal teams, external auditors, and government agencies, ensuring seamless collaboration and communication.
  • Drive exceptional service delivery for nearly 430,000 property tax accounts, ensuring the accuracy of the tax roll and maintaining public trust through transparency and good customer service.
  • Optimize tax accounting functions, implement process improvements, and leverage technology to enhance efficiency and ensure compliance with all legislation.
  • Focus on the team by building a respectful workplace culture through a values-based influencer approach and working collaboratively.
  • Anticipate business opportunities, influence policy, planning and initiatives, and foster a culture of accountability through performance measurement.
Qualifications
  • Knowledge, training and/or education in Accounting, Business, Finance or a related field.
  • Knowledge of assessment and taxation legislation.
  • Leadership experience in a municipal property taxation, accounting, financial or audit related role in a large complex organization.
  • Combinations of education and experience will be considered.
Assets
  • Chartered Professional Accountant (CPA) or a related professional designation.
Skills required for success

  • Financial acumen and understanding of the Municipal Government Act (MGA) along with relevant regulations, bylaws and policies pertaining to property taxation in Alberta.

Conditions of Employment and Work Environment
  • 1 permanent, full-time position.
  • Hours of Work: 36.9 hours per week, Monday - Friday. This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite.
  • Salary: $116,823.00 - $146,028.00 (Annually).
  • Hire is dependent on a Criminal Information Check satisfactory to the City of Edmonton. There may be a cost associated with this requirement.
