Reporting to the Executive Director, Corporate Services, the Capital Planner is responsible for planning and monitoring all capital projects within the Health Department to ensure the appropriate and necessary facilities and equipment are identified in the overall system and, if so, are available (in accordance with legislative standards and criteria) within which the service delivery agents can provide health services to the residents of Nunavut. This is achieved through the development and implementation of a sustainable capital planning business model that is aligned with the Department of Health’s strategic business plan, including financial and service targets.The Capital Planner is responsible for the development and monitoring of the department’s capital budget and the evaluation of all health services facilities and headquarters in Nunavut. The Capital Planner will be responsible for developing the capital portion of the business plan and main estimates and for monitoring all projects in any or all communities at any one time. The position is required to view projects through multiple lenses of technical building systems and operational expertise, business transformation, financial and asset planning, innovation and client service orientation.The knowledge, skills, and abilities required for this job are usually obtained through completion of a recognized university degree in planning, architecture, or engineering along with 3 to 5 years senior experience in project administration.The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in two or more of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.Acceptable combinations of education and experience may be considered for this position.
