Description
The City of Côte Saint-Luc is seeking a dynamic and entrepreneurial individual to join its management team as City Treasurer. Reporting to the City Manager and working in collaboration with the Council Member responsible for the Finance Department portfolio, the Treasurer will have management responsibility for all financial and material resources of the City. You will direct the work of teams responsible for controlling all revenues and expenditures, with an operating budget of approximately $78.4 million and a capital investment budget of approximately $13 million. You will be requested to prepare timely and accurate financial information conforming to generally accepted accounting principles and government regulations, and to support achievement of City and department objectives.
Key Responsibilities
- Prepare financial statements and coordinate the year-end external audit,
- Analyze accounts to prepare and approve month-end and fiscal year-end journal entries,
- Prepare tax rate simulations, invoicing and collection of municipal taxes,
- Generate budget comparison reports,
- Interface with other departments regarding procedures, issues and concerns that affect all financial issues,
- Develop and update department procedures,
- Validate effectiveness of internal controls and make recommendations for improvements,
- Manage long-term debt service financing and reimbursement; prepare analyses and year-end financial statements for the employee pension plan and manage department workflow including prioritizing department tasks.
- Excellent English and French language skills are required (written and spoken).
- Experience in municipalities will be considered assets.
- The City requires someone with strong analytical skills, excellent knowledge of finance and technology, the ability to motivate others to work as a positive team, proactive in leading the department towards systems and efficiency improvements, excellent communication skills, including listening and providing feedback, and supervisory experience.
