Job Details – Director of Actuarial and Pension Services (5761) Job Posting Director of Actuarial and Pension Services Province: Manitoba Location: Winnipeg Description The role A member of the executive team, and reporting to the Chief Administrative Officer, the Director of Actuarial and Pension Services leads the records and pension units within CSSB, provides strategic analysis and recommendations to the Board and stakeholders, works closely with the external actuary, and supports compliance with relevant legislation and regulations. The Director will also play an integral role in the modernization of the pension administration system and related processes. Actuarial Matters Contribute to the development, maintenance and enhancement of the actuarial valuation policy and funding policy. Prepare analyses and research reports as requested relating to plan design and funding. Ensure that administrative calculations and procedures are efficient and effective. Ensure plan rules and amendments remain compliant with governing legislation, including tax rules applicable to registered plans. Prepare data required for actuarial valuations, projection valuations and other projects as necessary. Legislative Matters (Regulatory Compliance) Serve as an in‑house expert resource with knowledge of applicable pension legislation including The Civil Service Superannuation Act, The Pension Benefits Act of Manitoba, The Public Servants Insurance Act and relevant sections of the Income Tax Act. Provide analysis and recommendations on required or desired legislative changes and administrative issues. Monitor and analyze legislative and regulatory developments that impact the pension and insurance plans. Pension Administration Lead the modernization of the pension administration system and related processes. Recommend improvements or changes to the pension system, work with project developers to scope, prioritize and test changes to the system. Collaborate with the senior management team on escalated disputes from members, employers and other parties on difficult, unusual or precedent‑setting cases. Ensure the team has the resources, support and tools required to calculate benefits including appropriate quality control measures. Responsible for the timely and accurate processing of pensioner payroll. Support the development and delivery of training for staff. Ensure information received from employers is accurate, timely and properly reflected in the pension system. Education and Work Experience Qualifications A minimum of 7 years work experience in pension consulting or pension administration. A university degree in business, mathematics or actuarial science, preferably with an actuarial designation (FSA/FCIA). Experience with defined benefit pension systems, legislation and policy. Experience leading teams as well as process and system improvement initiatives. Candidates with equivalent combinations of education and experience may also be considered.
