Building Infrastructure Design and Construction at the Department of Public Works is responsible for the design, construction, and major renovation of government buildings and facilities and delivery of building project services for government departments, health authorities, school boards, community colleges, and crown corporations. About Our Opportunity As a Manager, Building Infrastructure you will be professionally responsible for the delivery of a portfolio of major construction/renovation projects for provincial buildings. You will manage a team of project managers and senior architects and support them with a professional technical engineering services team. Primary Accountabilities The Manager is responsible for a large portfolio of new construction, renovation, and addition projects, from planning through to design, construction, commissioning, and use. Develop relationships with client department representatives to address short and long‑term needs for building infrastructure project delivery. Develop and maintain the vision and goals for projects, ensuring alignment with the department’s broader vision. Explore innovative solutions to resolve project challenges, integrating and analysing complex information. Deliver expert research, analysis, and advice on project design, construction and delivery issues, continually improving project management delivery. Additional responsibilities include: Provincial design standards Consultant/Contractor procurement strategies Contract development and negotiation Qualifications and Experience Applicants must be a licensed architect (eligible to be licensed with the Nova Scotia Association of Architects) or a professional engineer (registered or eligible with Engineers Nova Scotia). Candidates should have senior level experience in building design and construction, strong technical expertise, and a proven track record of managing and coaching staff. Excellent communication skills and the ability to maintain good relationships with colleagues, clients, industry, and senior management are essential. Building construction Legislative requirements for building design and construction (National Building Code of Canada, Nova Scotia Building Code Regulations, National Energy Code) Development and management of construction budgets and schedules Project management principles Operational budgets Consultant procurement methods and contracts Project delivery methods (design‑bid‑build, design‑build, construction management) Net‑Zero Energy and low‑carbon sustainable building solutions and major Canadian rating systems Department’s Design Requirements Manual DC 350 Assessment will use written examinations, standardized tests, oral presentations, interviews, and reference checks. Overtime may be required on occasion. The majority of work is conducted in a comfortable office environment with moderate travel within and outside the province. A valid driver’s license and the ability to travel throughout the province are necessary.
