As we continue to make strides to becoming the employer of choice, we are thrilled about the below employee benefit enhancements: Virginia Retirement System (VRS) Language Incentive Referral Bonus Tuition Assistance Program Description Hiring Range: $53,453 - $58,000 The Department of Parks, Recreation and Community Facilities is seeking a highly qualified and energetic candidate to fill the position of Recreation Program Specialist - Cultural Arts in the Recreation Division. This position will report to the Cultural Arts Manager. The Recreation Program Specialist will work under the direction of the full‑time Recreation Program Supervisor to assist with the day‑to‑day operation of Community Center programming and facility operations. Tasks may include daily supervision of site staff, hiring, email correspondence with staff and families, file management, research, training and development, facilitating staff training, inventory of support materials, and more. Duties Provide professional Cultural Arts programming by planning, implementing, and supervising recreational programming and events. Work with community groups, neighborhood associations, and various commissions and foundations to enhance the offerings at the center. Recruit citizen volunteers; solicit vendors for reduced or free supplies; present programs to and act as liaisons for community and neighborhood groups. Represent the City in community meetings; provide fiscal management of an assigned program; and prepare reports and documents. Coordinate on‑site staff training for community center staff. Oversee Arts and other inter‑agency programs. Coordinate scheduling for staff. Assist in building and field rentals. Other duties as assigned. Qualifications, Special Certifications, and Licenses Minimum Training and Experience Bachelor's degree in a field related to parks and recreation, fitness, physical education, business, or another directly related field. Two years of recreational programs experience. An equivalent combination of training and experience may be used to meet the minimum qualifications of the classification. Preferred Qualifications and Experience 5-10 years of experience as a lead staff or program supervisor. Experience working directly with community groups. Experience supervising staff and/or volunteers. Evidence of successful community events or programs. Licensing, Certifications, and Other Special Requirements Some assignments may require an in‑depth background check. Some assignments may require First Aid/CPR certifications. Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire. Some assignments may require a valid Virginia Commercial Driver's License. Knowledge, Skills, and Abilities Knowledge Basic office equipment such as computers, printers, and fax machines. Principles and practices of parks, recreation, and leisure programming. Understanding of youth‑related risk factors and early identification as well as general city demographics and population needs. Understanding and basic care of facility equipment. General knowledge of business principles, basic mathematics, and basic computer programs such as Microsoft Office, Adobe, and RecTrac (or other recreation management software). Skills Building relationships with coworkers, staff, community members, participants, customers, and volunteers. Supervising staff and volunteers. Managing projects. Planning, organizing, leading, and evaluating recreational activities and special events. Managing a diverse staff, managing projects, and adequate conflict resolution skills. Multi‑tasking. Working in a fast‑paced environment and effectively managing time; utilizing resources efficiently. Analytical skills. Working both independently and as a team. Abilities Ability to communicate clearly and concisely both orally and in writing. Ability to prepare accurate documents. Demonstrate good customer service skills both internally and externally with individuals from various demographics, backgrounds, and ages. Building relationships with coworkers, staff, community members, participants, customers, and volunteers. Physical Requirements Incumbents must be able to perform detailed work on multiple concurrent tasks with frequent interruptions and under time constraint. This includes using fingers, talking, seeing, hearing, repetitive motions, standing, and reaching; walking, lifting, grasping, balancing; occasionally climbing, stooping, kneeling, crouching, crawling, pushing, pulling, and feeling. This job is classified as light work.
