Founded in 2002, the Nuclear Waste Management Organization (NWMO) is a not-for-profit organization tasked with the safe, long-term management of Canada's intermediate- and high-level radioactive waste, in a manner that protects people and the environment for generations to come.

In 2024, we announced that the Wabigoon Lake Ojibway Nation (WLON)-Ignace area was selected as the site for a deep geological repository for used nuclear fuel.
Technical Officer- Environmental Assessment
(Employment Status: Fulltime)
Position Location: Toronto Head Office – 22 St. Clair Avenue East
Job Summary:
Reporting to the Manager, Regulatory Studies, the incumbent will play an integral role in the coordination, execution, and delivery of NWMO's technical regulatory submissions. They will specifically be responsible for management and oversight of contractors producing technical deliverables required for the integrated impact statement and nuclear licensing application, as well as other critical permissions and approvals required for the NWMO to construct and operate the Adapted Phase Management Deep Geological Repository Project. This work will include supporting the authorship and senior review of the regulatory submissions including environmental assessments, technical reports (i.e. air and integrated water modeling), environmental management plans and monitoring reports. The incumbent will be required to maintain and deliver detailed and complicated project schedules, effectively administer contracts, as well as the coordination of project staff, contractors and internal stakeholders to ensure safe, cost effective and timely completion that meets regulatory expectations.
- Lead and oversee the development of the assessments required for the RDM Project Impact Statement (i.e. climate and air, integrated water, wildlife/biodiversity social, economic, and health)
- As a subject matter lead/expert, inform the project development and coordination of technical studies for the impact assessment and nuclear licensing process, including but not limited to air quality studies, water studies (models and balances), fisheries authorizations and other permits and approvals as identified by the work program
- Support authorship and complete senior review of technical deliverables required for regulatory submissions from inception and approval to final acceptance.
- Attend Technical Integration Meetings and support internal subject matter experts with execution of NMWO strategic objectives
- Responsible for effectively integrating and coordinating technical aspects of the regulatory submissions with internal and external subject matter experts.
- Support with developing environmental management and monitoring plans required for permitting, construction, operation and closure.
- Support authorship and senior review of responses to technical information requests on the regulatory submissions.
- Develop project execution strategies and plans including objectives and scope definitions, cost estimates, schedule etc. in accordance with applicable project management governance.
- Provide technical expertise, oversight, and feedback to contractors and their subcontractors to ensure technical content of deliverables is appropriate and that assumptions/approaches and deliverables are representative of NWMO expectations.
- Review work plans; technical reports and outputs; monitor/report on contractor performance against work plans and schedule.
- Monitor compliance to applicable codes, practices, QA/QC policies, performance standards and specifications and other relevant regulatory bodies.
- Promote and support a strong safety culture within the NWMO and ensure HSE requirements are met or exceeded. Ensuring proper management of records and that health and safety requirements are met throughout the regulatory process.
- Develop reports on project status and progress as required.
- Provide advice and assistance to other team members concerning project procedures as required.
- Participate in NWMO public engagement activities, as required.
- Appear before government authorities, agencies, regulator bodies and legislative hearings, as required.
- Perform other duties as required.
The ideal candidate will have the following skills and experience; however, those with lesser experience should not hesitate to apply.
- 4-year university Bachelor degree in a relevant science or engineering major such as civil or environmental engineering, geoscience, hydrology or other earth science related discipline.
- Requires strong experience in environmental impact assessment (i.e. environmental and social effects assessments), permitting, environmental compliance reporting, project management within Canada and in bringing information together as part of data interpretation and integration. A period of over 6 years and up to an including 8 years is considered necessary to gain this experience.
- Demonstrated ability to write and understand technical documents.
- Experience with full cycle project and contract management. This experience should include the management of complex technical projects from concept through to construction and operations.
- Requires demonstrated experience completing various environmental and social impact assessments.
- Strong analytical skills with the ability to work with and analyze data.
- Demonstrated ability to work within a multi-disciplinary team and within a matrix organization.
- Must be able to communicate effectively in both oral and written form.
- Professional Licence/ Accreditation
- Specific experience as a water resource engineer or hydrologist, having led, coordinated, or participated in water modelling and water management for mining or infrastructure projects.
- Experience respectfully incorporating Indigenous Knowledge, Indigenous Land Use, or information received via meaningful engagement activities, into permitting, approvals, and licensing submissions.
- Experience working on large infrastructure projects (i.e., mining, nuclear, oil and gas)
Must be eligible to work in Canada and must be able to meet security clearance requirements.
NWMO currently operates in a hybrid work model of 3 days in the office and 2 days working from home.
