Director, Financial Planning & Business Support Director, Financial Planning & Business Support role at Fraser Health Authority. Salary The salary range for this position is CAD $65.54 - $94.22 / hour. Job Summary The Director, Financial Planning & Business Support plays a pivotal role in guiding Fraser Health’s financial strategy, business planning, and resource allocation. The role is assigned to our acute care portfolio and supports financial planning for all of our acute care hospital sites. Working closely with senior leadership, including senior clinical operations leaders, the Director ensures financial sustainability by overseeing multi‑year corporate financial planning, economic forecasting, and operational budget development and provides critical financial insights and reporting to the Senior Executive Team, Board of Directors, and Ministry of Health. The Director delivers financial expertise and analysis to operational portfolios across Fraser Health and its partnerships with other health authorities and is key to providing financial support, direction and analysis for designated operational areas within Fraser Health and across the region. Responsibilities Develop and recommend short‑ and long‑term goals and objectives for the department, ensuring that financial plans support the goals, policies and vision of Fraser Health. Develop, implement and review policies and standards for the department; plan and implement operational budgets including budget preparation, authorization control and reporting of expenditures. Lead the department in managing the annual and three‑year operational budget development and ensure that the budget results are considered and reflected in the overall Fraser Health operating budgets submitted to provincial government. Provide portfolio performance monitoring, evaluation and forecasting analysis through quarterly reports and executive performance reports. Ensure consistency between budget assumptions in detailed budgets and overall portfolio budgets. Oversee and/or lead the implementation and review of the annual financial plan into detailed budgets, including corporate‑wide results; participate in the development of quarterly financial reports to the Board, the executive team and to the Ministry of Health. Represent the portfolio and Fraser Health Authority through participation in committees, working groups and negotiations with governments and external service providers. Identify and resolve business opportunities or challenges, developing and evaluating all financial and performance components of business plans that impact Fraser Health operations. Establish administrative systems for maintaining, evaluating and reporting on departmental operations, including progress on objectives and designated projects. Provide leadership to designated staff, motivating staff to attain goals, developing organizational structure, and implementing performance management. Manage recruitment, mentoring and professional development of staff; supervise schedules, work direction and assignment of duties, conduct performance reviews, coaching and goal setting, and identify training needs. Plan, develop and implement a quality improvement program to ensure high client satisfaction and identify areas for improvement. Plan, prioritize and direct concurrent projects through all phases from planning to implementation and evaluation. Represent Fraser Health to provincial government through committee, organization and advisory activities. Qualifications CPA recognized professional accounting designation. Master’s degree in Business Administration, Commerce, Finance or related discipline. Seven (7) to ten (10) years of recent, related financial accounting experience, including five (5) years in a senior leadership role in a large complex organization. Strong knowledge of GAAP, MIS guidelines and provincial health policy. Demonstrated ability to lead, plan, direct, manage and implement change. Experience in finance and business administration within a public sector or large complex environment. Ability to develop and maintain rapport with internal and external stakeholders. High level of analytical, evaluation and reporting expertise. Ability to work independently and collaboratively. Physical ability to perform the duties of the position. Professional / Technical Capabilities Demonstrated knowledge of accounting practices, GAAP, financial, administrative and contract management. Demonstrated ability to lead, plan, direct, manage and implement change. Demonstrated knowledge of health and business administration including strategic and operational planning, monitoring and reporting expertise. Driving cyclical operational, budgeting and financial planning processes. Working effectively in a highly dynamic environment with changing priorities. Skills in judgment, decision making and management of priorities and deadlines. Ability to use relevant software applications. Physical ability to perform the job duties.
