Traffic Systems Technologist

Job Summary Reporting to the Manager of Traffic Systems, the Traffic Systems Technologist is responsible for analyzing, evaluating and optimizing traffic operations, to enhance intersection performance, public safety and overall road network efficiency. This role develops, reviews and implements traffic signal control strategies, Intelligent Transportation System (ITS) initiatives and traffic management solutions to maximize system performance and minimize delays, improving mobility for all road users. Participate in the development and implementation of an ITS Strategic Plan and lead certain components. Identify and provide cost effective solutions to improve traffic operations where deficiencies may exist on the road network. The Technologist also provides technical expertise and input on traffic control measures, emergency road closures and temporary conditions required for construction detours to facilitate effective and safe traffic flow. Education Post-secondary diploma in Transportation Engineering Technology (3-year), or a related discipline. Additional courses in CAD and municipal engineering are considered an asset. An equivalent combination of education, experience and qualifications may be considered. Knowledge Minimum 5 years of experience in municipal or government traffic engineering, traffic signal systems and/or roadway and intersection design. Demonstrated experience with traffic signal design, timing, and coordination, including operation of central signal systems (e.g., Econolite, SCATS, or similar) is preferred. Proven ability to conduct and interpret traffic capacity, delay, and safety analysis using recognized software tools (e.g., Synchro, VISSIM, or Highway Capacity Software (HCS)). Working knowledge of Ontario Traffic Manuals (OTM), Geometric Design Standards for Ontario Roads (GDS), and other applicable provincial and federal guidelines. Knowledge of communications and networking systems related to Advanced Traffic Management Systems (ATMS) and Intelligent Transportation Systems (ITS). Strong understanding of the Highway Traffic Act (HTA), Occupational Health and Safety Act, and relevant municipal by‑laws. Proficiency in AutoCAD, MS Office applications, and traffic data management systems. Proven skill in analyzing complex data, preparing technical reports, and presenting recommendations clearly and concisely. Certification with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) as a Certified Engineering Technologist (C.E.T), or equivalent. Must be certified or eligible for certification with the International Municipal Signal Association (IMSA). Completion of IMSA (or equivalent) training in Traffic Signals Level II and Traffic Signs and Markings Level II is preferred. Responsibilities Provides expert advice and support to internal staff, consultants, and customers on traffic management, signal design and intersection operations. (40% of time) Provides ongoing technical input/advice on traffic control strategies to project managers, consultants, and other staff. Reviews and assesses traffic control plans for planned and emergency detours caused by emergency road closures and construction projects, to ensure safe and efficient traffic movement. Reviews and provides comments on traffic signal and Pedestrian Crossover (PXO) designs for new installations or modifications to existing locations. Recommending geometric and/or capacity improvements as required. Ensures the accuracy of cost estimates and material quantities for traffic signal and PXO builds. Conducts traffic signal installation audits to ensure compliance with provincial guidelines, design and safety standards, and operational requirements. Responds to traffic operation inquiries, complaints and requests from staff, the public, elected officials and partner agencies, investigating, performing necessary analysis and recommending corrective measures where appropriate. Provides recommendations for signal improvements to external partners such as local municipalities, Ministry of Transportation, St. Lawrence Seaway Authority and Niagara Parks Commission. Develops and implements strategies, designs and recommendations to improve traffic safety, optimize intersection efficiency, and signal system performance. (35% of time) Initiates ongoing signalized intersection capacity analysis recommending and implementing corrective measures in traffic signal timings and signal operation to increase efficiency. Designs and optimizes traffic signal phasing and timing plans, using traffic micro‑simulation and signal optimization software. Undertakes detailed engineering analysis, developing and implementing coordination strategies and signal timing plans for the Advanced Traffic Management System (ATMS). Provides technical direction to traffic field staff on signal controller programming and timing adjustments to achieve optimal signal operation. Maintains accurate records of traffic signal timings plans, ATMS data and legal traffic signal drawings (PHM-125), in compliance with record retention policies. Develops, recommends and reviews the installation and layout of traffic control devices, including traffic signals, signage and pavement markings. Researches and recommends appropriate communication technologies (e.g. fiber‑optic, wireless, wired etc.) for ATMS applications. Prepares recommendations for inclusion in annual capital programs, such as roadway and intersection improvements, signal modernization and system expansion projects. Participate in the development and implementation of the Intelligent Transportation Systems (ITS) Strategic Plan (5‑year), leading assigned components or initiatives. Provides project development support ensuring alignment with Regional policies and standards and that legislative requirements are met. (15% of time) Prepares and reviews internal and consultant‑prepared traffic signal and PXO designs, for compliance to the HTA and Niagara Region Signal Design Standards. Oversees and coordinates the work of consultants for projects/initiatives, providing direction, setting priorities, resolving issues, and ensuring deliverables are completed on time, within scope, and within budget. Assigns and oversees technical tasks, provides leadership for the activities and coaching of direct reports. Provides guidance and technical direction to staff as required. Develops cooperative relationships and represents the Region on initiatives that support coordinated traffic management and ITS strategies. (5% of time) Participates in interdepartmental and inter‑agency initiatives to improve regional mobility and multimodal integration. Represents the Region and Traffic Systems and Operations on local, regional and provincial committees, such as NITTEC and the Municipal Road Safety and Traffic Committee. Partners with the Ministry of Transportation, local municipalities, and other agencies on ITS initiatives and coordinated traffic operations. Ensures ongoing knowledge of current traffic engineering practices, traffic control technologies and regulatory standards. (5% of time) Attends training sessions, courses, and technical seminars on traffic engineering, traffic signal control equipment and systems, and communications technologies related to ITS. Performs other related duties and responsibilities as assigned or required.
