Communications Security Establishment (CSE) is Canada's national cryptologic agency. Unique within Canada's security and intelligence community, we employ code-makers, codebreakers, and secure system creators to provide the Government of Canada with foreign signals intelligence (SIGINT), as well as cyber security services (Canadian Centre for Cyber Security). CSE is the national hub for cyber operations to defend Canada and advance national interests. We provide technical and operational assistance to federal law enforcement and security agencies.

Cyber Threat assessors synthesize qualitative and quantitative information from a large variety of sources, create original insight, and communicate in written, verbal and graphical forms. They maintain and develop knowledge of information technologies and social science domains related to cybersecurity, including geopolitics. They scour available information sources and identify the most trusted and useful. They develop networks of experts with whom they consult. They are assessment experts who are equally trusted by technical experts and policymakers and who help those worlds understand one another.

You must meet the required qualifications for your application to be screened in. For the purposes of this poster, you must clearly demonstrate in your cover letter how you meet each of the education and experience qualifications.

Education
  • University degree*
  • Preference may be given to those with a post-graduate degree
  • Please provide (1) your Grade Point Average (GPA) for any university degrees you have or are pursuing and (2) the highest GPA you attained for a single year in university. (Please include the university name and GPA scale)

*The educational program must be recognized in Canada and you must be able to provide proof of education credentials.

Experience
  • Experience in information systems or cybersecurity issues
  • Experience in international affairs (e.g., international relations, strategic studies, international development, area studies)
  • Experience in social science domains (e.g., economics, sociology, psychology, business)
  • Experience in analyzing qualitative and quantitative data
  • Experience in writing reports, articles or other publications regarding geopolitics, international affairs, technology, economics, security or social science (include dates, publication name, titles of articles, etc.)
  • Experience in working in a team environment
  • Analytical Thinking

Security Requirements

You must have no criminal record. The screening process involves a

  • security interview
  • polygraph test
  • psychological assessment
  • background investigation covering a minimum of your last 10 years history, including credit and financial verifications.

What to Expect
  • The process will be conducted in the official language of your choice.
  • Only those candidates who meet the Experience and Education requirements will move to the assessment phase. You will automatically be screened out if you do not include how you meet these two (2) requirements in your cover letter.
  • Multiple tests will be administered to candidates who successfully pass the application review. They will be used as a screening tool. Make sure to check your spam/junk mailbox regularly for notification of the test.
  • Interview(s) will follow for candidates who are successful on the test.
  • References (2 supervisors) will be requested from candidates who successfully complete the interview stage.
  • Candidates will be required to complete the security assessment. More information regarding this process can be found on CSE's website.

The entire selection process – tests, interviews, security investigation – may take more than one year to complete.
If you are deemed to be unsuccessful in the assessment process for this particular selection process, you may reapply in twelve (12) months.

Cyber Threat Assessors are typically hired into an "Underfill" level position, which reflects that they have not yet demonstrated the required proficiency level for some of the technical competencies of the position, but have demonstrated the potential to develop those competencies through on the job training and/or development. The candidate would therefore be appointed at one level lower than the substantive level of the position at which time an individualized development plan would be established. Once candidates have acquired and demonstrated the required technical competencies, typically within a twelve (12) month period, they would then progress to the full working level.

CSE Employment

CSE is a separate organization and is not subject to the Public Service Employment Act (PSEA). We have our own values-based staffing regime and as such, have the flexibility to determine qualifications for positions and how these qualifications will be assessed in a selection process. In other words, CSE has its own classification, compensation system, and a different staffing regime. As such, we use a different staffing process and terminology.

Covid-19 Update
