Deputy Minister and Secretary of the Treasury Board Join to apply for the Deputy Minister and Secretary of the Treasury Board role at Government of Newfoundland and Labrador About the Role The Government of Newfoundland and Labrador is seeking a visionary and dynamic leader to serve as Deputy Minister and Secretary of the Treasury Board in the Office of the Executive Council. Treasury Board Secretariat is a central agency, employing more than 250 employees, responsible for advancing government-wide financial management, human resource services, and accountability frameworks. Reporting to the Clerk of the Executive Council, the Secretary of the Treasury Board oversees all duties and functions across five branches, led by Assistant Deputy Ministers, to provide services and advice across the Government of Newfoundland and Labrador. The branches are: Collective Bargaining Evaluation and Accountability Human Resources Office of the Comptroller General, and Treasury Board Operations. Your Responsibilities Provide executive oversight and leadership in the development and implementation of strategic objectives and operational plans of Treasury Board Secretariat. Support Treasury Board operations and provide expert advice and support to the President of Treasury Board and serve as a key liaison between departments, Cabinet Secretariat, and the Treasury Board Committee of Cabinet. Provide strategic leadership in human resources, benefits administration, job evaluation and classification, policy development, and human resource service delivery. Provide strategic leadership in employment and labour relations across a unionized public service, negotiating thirty-one collective agreements and Memoranda of Understanding. What you bring to the team You are a senior executive with a proven track record of executive leadership, operational excellence, and financial stewardship. Possess exceptional negotiation, communication, and change leadership capabilities to drive performance and improve outcomes. Champion the development and implementation of government-wide policies, frameworks, and initiatives that enhance financial management, human resource practices, and organizational performance. Build and maintain effective relationships with internal and external stakeholders, including government departments, agencies, boards, commissions, and unions. Job-Related Experience Extensive experience in senior executive roles within the public sector, including demonstrated experience leading large, complex organizations or divisions. Demonstrated success in overseeing government-wide initiatives. Experience negotiating collective agreements, managing labour relations, and resolving complex grievances and arbitration cases. Proven ability to lead the development and modernization of human resource and compensation policies, onboarding programs, and retention efforts. Experience implementing accountability frameworks, evaluation processes, and performance measurement systems. Experience with financial management oversight to ensure the appropriate use of public funds. Job-Related Knowledge In-depth understanding of public sector financial management and related legislation, including the Financial Administration Act. Experience providing financial management and comptrollership oversight in alignment with the responsibilities of the Office of the Comptroller, including ensuring the appropriate use of public funds and adherence to financial legislation and policies. Comprehensive knowledge of human resource management, labour relations, compensation, and benefits administration in a public sector context. Familiarity with government accountability frameworks, evaluation methodologies, and continuous improvement strategies. Strong leadership and people management skills, with the ability to inspire, motivate, and develop high-performing teams.
