Job Summary
Come work as a Senior Business Analyst, Clinical Informatics with Vancouver Coastal Health (VCH)
Reporting to the Director, Clinical Informatics, the Senior Business Analyst will analyze and inform business requirements and the features and functions of software and hardware, specifically focusing on the regional development and maintenance of Clinical Application systems, including but not limited to Vocera, Capacity Workflow System (CWS), and Real Time Asset Tracking (RTLS) system. The Senior Business Analyst provides technical leadership, project management and support for all phases of assigned clinical systems development and implementation projects, including hands-on application support. May provide leadership, guidance and support to designated project staff.

As a Senior Business Analyst, Clinical Informatics with Vancouver Coastal Health you will:
Provide support for application maintenance, modification and enhancement through programming, database development, report writing and problem solving.
Analyze system performance and provide recommendations for the development of capacity plans for assigned applications.
Support operational requirements by assembling, creating and maintaining the required set of information systems technical and operational documentation, according to departmental standards.
Coordinate and implement applications by ensuring documentation, writing and testing of applications and verifying that programs are functional and consistent with specifications.
Provide system support to users during the development, maintenance and operation of various computer systems by performing duties such as troubleshooting system software problems, testing alternative solutions, and reviewing impact of implemented resolutions over time.
Coordinate and manage the development and execution of project plans, and communicate status reports as related to IT initiatives.
Lead and participate in the analysis, acceptance criteria definition, development, testing, training, implementation and maintenance phases of assigned projects. Carry out post-implementation reviews and make recommendations for improvements.
Partner with other members of the leadership team and provide advice and direction on methods to improve performance efficiencies through the use of automated tools and revised work processes.
Provide strategic planning support and change management services by identifying system deficiencies, user department operational inefficiencies and ways of improving business efficiency functions.
Lead and support all phases of the project plan according to project methodologies, ensure successful and coordinated completion of project components, facilitate consensus with partners as needed, and ensure readiness for project implementation. Monitor and report on the status of projects and major issues/obstacles encountered. Make recommendations regarding projects scope changes.
Participate in the development and monitoring of project budgets within the context of operational demands and environmental and resource constraints and use best utilization methods to thoroughly monitor and adhere to allocated budgets.
Maintain ongoing support for initiatives from project sponsors and user groups, keep partners aware of project status and ensure effective communication channels are in place.
Provide leadership and direction to project team members, convey policies and priorities, coordinate work and ensure issues are resolved or escalated to ensure project deliverables and timelines are met.
Carry out responsibilities in accordance with health and safety requirements. Immediately report unsafe situations by notifying supervisor or other appropriate personnel.
Perform other related duties as assigned.
Qualifications
Education & Experience
Graduation from a recognized degree in Computer Science, Health Informatics or Engineering with five to seven (5 to 7) years of recent, related experience in healthcare, or an equivalent combination of education, training and experience.
Knowledge & Abilities
Advanced knowledge and extensive experience in troubleshooting software and hardware issues, with a strong emphasis on critical thinking and problem solving.
General knowledge of current health care systems, issues and trends.
Ability to exercise sound judgment, critical thinking and effective decision-making.
Ability to analyze and problem-solve complex issues towards effective solutions.
Ability to synthesize large amounts of data and summarize/share findings using a data storytelling approach.
Develops and maintains strong relationships with key internal and external partners to promote and enhance services provided with sensitivity to diversity and indigenous lens.
Practices the recognition, inclusion and support of all types and aspects of diversity at all stages of engagement, with an understanding of the issues faced by people from equity-deserving groups.
Ability to communicate effectively, both verbally and in writing, with all levels of the organization, including advanced report presentation and writing skills.
Effective project management skills to define deliverables and develop project plans.
Effective facilitation and negotiation skills.
Willingness to mentor other staff and share learnings.
Ability to respond to changing priorities and unforeseen circumstances.
Ability to organize, prioritize and balance work.
Ability to operate related equipment, including computer software applications.
Physical ability to perform the duties of the position.
