Reporting to the Manager, Cabin Operations and Regulatory Compliance, the Specialist, Quality and Process Optimization - Cabin Operations is responsible for the design, implementation and assessment of the IFS Quality Programs & Processes in accordance with prescribed regulatory provisions. The incumbent ensures that all quality assurance and quality control processes are conducted in alignment with the Air Canada Safety Management Manual (SMM), the Corporate Risk Management Manual and the Safety Management System (SMS) Programs, Processes and Manuals for the In-Flight Service branch.
This role is responsible for the Branch’s compliance to Transport Canada SMS and IATA SMS requirements, and for ensuring that processes are appropriately implemented. The incumbent drives for continuous improvement across the department for optimization in systems, technologies and processes, and leads cross-branch initiatives in support of regulatory programs.
Responsibilities:
Lead the development of quality assurance and quality control processes through the Quality Program as the IFS branch Quality Manager (QM)
Develop quality control mechanisms that include CARs-based auditing to ensure compliance with legislation, regulations, operating rules and standards
Develop strategies for Cabin Operations to improve process performance and drive initiatives using continuous improvement techniques
Lead preparation for the IATA Operational Safety Audit (IOSA) beta and biennial audits and related quality reviews
Provide guidance and functional direction to the branch and supporting departments to ensure conformance with the standards and adequate maintenance of audit evidence
Properly identify departmental and/or cross-branch risks and issues, implementing mitigations to remove roadblocks
Plan, manage and execute continuous improvement initiatives using an approved methodology
Conduct benchmarking to share best practices and promote leveraging opportunities
Ensure that processes are documented and changes are communicated consistently
Ensure initiatives have an effective change management/communication plan aligned with corporate requirements
Monitor results of audit and inspections to determine the effectiveness of corrective actions and identify risks and/or vulnerabilities
Manage the design, implementation and assessment of the IFS Quality Programs, Processes and Documentation in accordance with prescribed regulatory provisions.
Manage the development and implementation of an internal quality audit schedule that will satisfy both regulatory and industry standards where necessary.
Recruit, train and manage resources to conduct the internal on-board quality inspections.
Manage an audit trending process that facilitates the tracking of findings, observations and best practices.
Conduct Root Cause Analysis and developing Corrective Action Plans of all audit findings.
Ensure audit standards are maintained to be consistent with corporate and branch/department audit procedures.
Ensure the development of standard audit checklists.
Communicate quality issues that could potentially threaten the safety and quality of the branch to the Manager,
Cabin Operations & Regulatory Compliance.
Provide leadership and monitor activities related to effective quality and auditing to ensure timely closure of internal and external audit findings.
Coach, guide, counsel and develop the Audit Team on IFS audit procedures and principles as required.
Maintains oversight of the Branch’s Emergency Response Program, Processes and Manuals in accordance with prescribed regulatory provisions
Qualifications
College/University Diploma in a related field
5 years safety/training experience in an operational branch of the airline industry
2 years experience in conducting safety inspections or the equivalent
Flight Attendant background required
Safety/Quality training an asset
Knowledge of the Canadian Aviation Regulations (CARs and CASS)
Knowledge of the IATA operational standards (IOSA ISARPS)
Knowledge of the Flight Attendant training standards (TP12296) and Flight Attendant manual standards (TP12295)
Knowledge of the Canadian Labour Code an asset
Excellent oral and written communications skills
Excellent interpersonal skills working with various groups
Self-auditing and high- quality standards skills
Detail-oriented and able to work with a high volume of documents in a fast-paced environment
Highly organized and process-oriented
