Head of Security Information (CISO) - Canada Mortgage and Housing Corporation

Canada Mortgage and Housing Corporation ("CMHC'') is a financial institution that provides housing finance solutions, lenders reliable access to mortgage funding and delivers housing programs for the Government of Canada. They are a Crown corporation governed by a Board and responsible to Parliament through the Minister of Housing, Infrastructure and Communities.

CHMC believes that housing can change the lives of people and communities throughout the country. This belief has been embedded into CMHC since they were founded to help returning war veterans find homes after World War II. Drawing from this legacy, their team works every day with a shared purpose; and contribute to a well-functioning housing system to rise to the housing challenges of today and tomorrow.

Meeting this challenge requires collaboration. Everyone needs to work together: all orders of government, Indigenous partners, the private and non-profit sectors, to develop lasting solutions across the entire housing system. Through their people, partnerships and programs delivered on behalf of the Government of Canada, CMHC is rising to meet Canada's housing challenges and strive to ensure Canadians have access to what they deserve: a home they can afford that meets their needs.

About the Role

The Head of Information Security provides strategic leadership to protect CMHC's global information assets, infrastructure, and operations from evolving threats. This role is critical in developing and executing a comprehensive security strategy, governance framework, and operational plans aligned with CMHC's vision, mission, values, and risk appetite. Reporting to senior leadership, the Head of Information Security champions a security-first culture, manages risks, ensures compliance with regulations, and builds strong internal and external partnerships.

Key Responsibilities

  1. Leadership and Strategy: Direct the security team, develop strategic plans, and oversee cybersecurity initiatives that align with CMHC's objectives.
  2. Risk and Incident Management: Monitor emerging threats, oversee risk assessments, and lead incident response planning and execution.
  3. Governance and Compliance: Implement security policies and frameworks aligned with ISO 27001, NIST, and other standards; ensure compliance with regulatory requirements.
  4. Collaboration and Training: Promote security awareness and training across the organization and provide strategic guidance to stakeholders.
  5. Partnerships and Visibility: Build relationships with regulatory bodies, industry peers, and law enforcement to enhance CMHC's security posture and influence industry standards.

Candidate Profile

The ideal candidate is a seasoned security leader with a proven track record in risk management, cybersecurity, and emergency management. They excel in strategic thinking, operational execution, and stakeholder engagement, leveraging a collaborative leadership style that fosters innovation, inclusivity, and accountability within high-performing teams. With demonstrated success in identifying cyber vulnerabilities and implementing effective solutions, the candidate also possesses a strong understanding of business management principles and cybersecurity technologies. The candidate also brings exceptional written and oral communication skills, with the ability to convey complex ideas clearly and persuasively to senior stakeholders.

Qualifications

  1. Undergraduate degree in information security, IT, management information systems, or a related field.
  2. At least 13 years in leadership roles within risk management, cybersecurity, and emergency management, including 5 years of staff management experience.
  3. Proven ability to lead and communicate security and emergency strategies in large organizations.
  4. Extensive knowledge of security frameworks (ISO/IEC 27001, ITIL, COBIT, NIST) and best practices in risk assessment, cybersecurity, and disaster recovery.
