Job Details Job #: 10090 Division: Finance Vacancy Type: Full‑time Permanent Affiliation: Non‑Union: Management & Exempt Grade: 09 # of Vacancies: 1 Salary/Hourly Range: $139,499.70 - $167,399.64 Hiring Range/Wage: $139,499.70 - $153,449.67 Work Details (Days/hours): Monday to Friday, 36.25 hours Posted Date: 11/20/25 Deadline To Apply: 12/4/25 Make a Difference Reporting to the Senior Director, Strategic Procurement, the Senior Manager – Contract and Vendor Management oversees the contract management and Vendor Relationship Management (VRM) functions at TCHC. This role is accountable for effective contract administration, vendor relationship management and maintaining compliance, risk, and reporting standards. It also supports the development of effective vendor partnerships through oversight and escalation management, making certain that vendor activities align with TCHC’s priorities and continuous improvement goals. What You’ll Do Vendor Performance Management Oversight Provide executive oversight of vendor segmentation, performance evaluation and relationship management carried out by the VRM team. Work with Legal, Strategic Procurement and other stakeholders to resolve escalated high‑risk vendor issues. Analyze vendor performance data and incident trends to strengthen Vendor Relationship Management practices and tools. Oversee consistent application of the vendor performance management framework to align vendor outcomes with TCHC’s strategic priorities. Contract Management Oversight Provide executive oversight of post‑award contract administration, including obligation management, renewals, amendments, disputes, compliance and close‑outs. Review contract performance and trend data to identify risks, recurring issues, and improvement opportunities. Define and oversee escalation protocols for contract‑related issues, collaborating with stakeholders to resolve complex cases. Partner with the Centre of Excellence to improve contract templates, clauses, and supporting tools. Compliance, Reporting and Leadership Provide executive oversight of compliance monitoring carried out by the Contract and Vendor Management team, including contract terms, policies and regulatory requirements. Prepare and deliver consolidated vendor and contract performance reporting to BIFAC and the Board. Lead, mentor and support staff within Contract and Vendor Management to build capacity and capability. Represent the team in leadership discussions on procurement planning, performance updates and cross‑functional capabilities. Translate procurement priorities into annual work plans and objectives for the Contract and Vendor Management team. Oversee the development of tools, guidance and training to support consistent contract and vendor management practices. Recommend and implement process improvements based on analysis of vendor and contract data. What You’ll Need Minimum of 5‑7 years of leadership experience in contract management, vendor relationship management and/or large‑scale program delivery, preferably in the public sector or a regulated environment. Minimum 3 years managing staff in a unionized environment considered an asset. Demonstrated experience leading vendor performance management, including oversight of compliance, risks and issue resolution. Strong background in research, analysis and evaluation of information and data from multiple sources to support decision making and reporting. Experience in developing and delivering training. Proven ability to prepare high‑quality written materials for senior leadership and board‑level audiences. Skilled in planning and managing complex meetings involving multiple stakeholders and vendors. Sound working knowledge of relevant legislation, codes and standards (e.g., Occupational Health and Safety Act, Ontario Building Code, Fire Code, local by‑laws and applicable by‑laws) as they relate to vendor and contract management.
