Base pay range CA$80.00/hr - CA$90.00/hr Direct message the job poster from Russell Tobin Team Lead specializing in Recruiting and Team Leadership Title: Privacy Impact Assessment (PIA) Specialist – Senior Location: Hybrid (Partially onsite, partially remote) Security Level: Required Contract Duration: 208 Business Days Travel Expenses: None Role Description The Privacy Impact Assessment (PIA) Specialist will: Develop PIAs and review recommendations related to proposed solutions and business processes. Lead creation of access and privacy tools to support data/digital initiatives and implement security mechanisms related to Personal Health Information (PHI). Facilitate privacy discussions with stakeholders across business, legal, IT, and government groups. Assess complex programs, policies, and information systems to document business flows and identify privacy risks. Support projects to ensure alignment with privacy and security legislation such as Personal Health Information legislation. Provide technical advice on legacy systems, data flows, and architecture improvements to better safeguard PHI. Develop detailed business processes outlining how PHI will be managed, accessed, disclosed, and retained. Map physical and logical separation of PHI in architectures to identify security controls preventing improper disclosure. Offer privacy consultation for project teams, leadership, and stakeholders on relevant laws and regulations. Provide analysis on implications related to privacy policies, FOI, new IT solutions, and contribute to documenting findings. Recommend mitigation strategies, privacy‑enhancing technologies, and compliance measures following PIA standards. Assess emerging issues affecting privacy frameworks and provide strategic guidance to inform policy. Create policy proposals, recommendations, and strategies to support decision‑making on privacy issues. Prepare status reports and briefings for governance committees, working groups, and advisory panels. Determine regulatory impacts of new initiatives on PHI access and existing privacy agreements. Provide support in change management and communication to guide stakeholders through privacy‑related updates. Coordinate with internal teams to prepare briefing materials, presentations, and other communication tools. Conduct outreach and consultations with stakeholders to gather privacy‑related input. Communicate effectively with both technical and non‑technical audiences on privacy matters. Required Skills & Experience Technical Skills (50%) Minimum 10 years of experience in: Conducting PIAs using established methodologies and tools. Applying risk and threat analysis to business and IT systems. Developing privacy‑related policy and regulatory options. Understanding IT concepts that impact privacy such as information management and digital service delivery. Managing privacy risks in the lifecycle of PHI. Leading operational risk assessments and recommending process improvements. Applying privacy best practices across large‑scale projects. Core Skills (35%) Minimum 10 years of experience in: Resolving complex privacy issues and providing recommendations. Assessing and interpreting policies for privacy and I&IT implications. Applying privacy legislation and regulatory requirements to project initiatives. Evaluating emerging trends and their impacts on privacy‑related policies. Conducting program analysis and assessing policy impacts. Preparing detailed reports, analyses, and briefing materials on privacy topics. Engaging in consultations and negotiations to align stakeholders on privacy matters. Developing effective relationships with senior leadership. General Skills (10%) Strong leadership skills and ability to manage teams. Exceptional analytical, problem‑solving, and decision‑making skills. Strong interpersonal, verbal, written communication, and presentation skills. Demonstrated ability to manage priorities and meet strict deadlines. High level of customer service and diplomacy when managing client needs. Strong collaboration, facilitation, and negotiation skills. Public Sector Experience (5%) Minimum 5 years of experience in healthcare, public sector, or broader public service. Familiarity with public sector privacy and de‑identification guidelines. Experience working with public sector IT standards, project approval processes, and health‑related IT initiatives. Knowledge of public sector project management methodologies and enterprise architecture. Experience with large‑scale IT health‑related projects preferred.
