Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families: The Regional Substance Use Lead, MH&SUS, working in close collaboration with Mental Health & Substance Use (MHSU) Leadership, and Director(s) of Addiction Medicine and Substance Use Services (AM&SUS), is responsible for the implementation of new policies, procedures, legislation and systems of care, by coordinating, planning, developing, implementing, revising and evaluating policies/guidelines including treatment policies, clinical practice guidelines and the delivery of programs for youth and adults; engages community organizations and Fraser Health (FH) staff by consulting on substance use and concurrent disorder issues and complex cases, in collaboration with interdisciplinary team members and clients. Through this work, supports systemic change that promotes health and wellness for all First Nations and Indigenous peoples within the Fraser Health Region.

Provides leadership to the MHSU managers and regional contracted substance use providers, in alignment with MHSU Leadership, by presenting FH substance use programs on regional and provincial substance use committees to ensure substance use and concurrent disorder issues are an integral component of the integrated service delivery process, and substance use service providers are meeting contractual and service obligations. Provides training and/or education to staff, caregivers and other community agencies on substance use and concurrent disorder programs. Ensures that service planning is provided within a cultural safety and humility framework, trauma and resiliency-informed approach, and results in evidence-informed and culturally appropriate practices.

Responsibilities

Leads the implementation of new substance use policies, procedures, legislation, and systems of care including treatment policies and procedures by reviewing and assessing current policies/procedures/programs to determine best practice and collaborates with MHSU Directors and Managers, as well as managers of contracted service agencies where appropriate. Plans, develops, and assists in the implementation of the policies/procedures/programs and the delivery of systems of care for youth and adults, change in service delivery, resource development and the allocation and management of these resources. Provides leadership in the planning, development and evaluation of new substance use resources and other innovative substance use practices by facilitating the development, implementation, integration, and evaluation of quality initiatives for current and new substance use programs to improve patient quality of care and service utilization. Evaluates, develops, and implements changes to current policies, procedures and systems of care utilizing quality improvement processes, LEAN, and best practice literature; recommends changes where required to meet with service delivery and patient outcomes such as contract administration, implementation and/or human resource management changes. In concert with the MHSU Leadership provides leadership in the MHSU Substance Use Program regarding joint planning, program development and inter-regional program development by methods such as participating in regional and provincial committees, meetings and/or case conferences, collaborating with service providers, and building collaborative partnerships with internal and external communities. Provides consultation to MHSU Directors, Managers and contracted substance use service providers, community organizations, FH staff and Ministry of Mental Health & Addictions on complex substance use and/or concurrent disorder issues by responding to questions, providing advice on complex cases, undertaking service review related to clinical and professional practice and ensuring provincial policies and standards are implemented and applied consistently across FH. Monitors and analyzes quality and key performance indicators to ensure contract services requirements are met; collaborates with clinical leaders to develop reports on contract clinical performance; recommends and/or implements corrective action, as needed where quality, key performance indicators and/or deliverables are not met. Develops consultation and advisory processes with internal/external stakeholders including people with lived experience and service providers to influence the development of policies and programs. Ensures that service planning and approaches are culturally sensitive and informed through active partnerships with programs and services such as Aboriginal Health, South Asian Health, and consults with persons with lived experience, families and natural supports, Indigenous, South Asian, and other diverse populations. Provides consultation on referral protocols for various regional and provincial programs by collaborating with service providers and ensuring that effective consultation and communication links are in place with contracted service providers. Maintains information systems and processes by compiling, analyzing, and preparing statistical reports to identify issues and trends affecting the provision of services. Participates in the development, co-ordination, and delivery of in-services, education sessions and presentations including the training of staff, caregivers, and other community organizations on substance use concurrent disorders and related issues. Remains current in MHSU areas related to youth and adult substance use and concurrent disorder issues by reviewing applicable literature and research, consulting with clinical community experts within the field, evaluating clinical practice and participating in professional development activities.

Qualifications

Master’s Degree in social or health sciences related discipline or equivalent. Five (5) years’ recent related substance use experience, including two (2) years’ recent experience in service coordination and planning in a community setting or an equivalent of education, training, and experience.

Demonstrated knowledge of harm reduction, trauma-informed and recovery-oriented approaches. Comprehensive knowledge of the spectrum of substance use issues and its co-occurrence with mental health disorders. Demonstrated knowledge of contracted substance use resources. Comprehensive knowledge of research methodology and processes, including analytical and evaluation skills. Knowledge and understanding of cultural diversity and the delivery of culturally sensitive services, in particular, Indigenous, South Asian, and other diverse populations. Demonstrated ability to organize and prioritize workload in a dynamic environment with changing priorities. Ability to operate related equipment including applicable software applications. Physical ability to perform the duties of the position.
