Base pay range CA$72,391.00/yr - CA$92,102.00/yr Human Resources Business Partner at Sturgeon County The Access and Privacy Analyst (internally referred to as the Access and Privacy Coordinator) supports Sturgeon County’s Access and Privacy program by assisting with requests under ATIA and POPA, maintaining accurate records, and ensuring compliance with legislated timelines and procedures. Working closely with the Access & Privacy Advisor, the role contributes to transparency, accountability, and the protection of personal information through request processing, records management, and the preparation of training and awareness materials. In addition, the position provides backup support to legislative services, including board and committee recruitment and other related departmental functions to ensure effective operations. KEY DUTIES AND RESPONSIBILITIES Access and Privacy Coordination (80%) Support the Access and Privacy Advisor in processing requests under Access to Information Act (ATIA) and Protection of Privacy Act (POPA). Duties include logging and tracking requests, preparing standard correspondence, organizing files, and ensuring timelines are met. Search for and review records to assess responsiveness, then organize them chronologically for processing by the Privacy and Access Advisor. Contribute to the development of training and awareness programs by preparing handouts, slideshows, and resource guides. Support logistics such as scheduling sessions, tracking attendance, and maintaining training records. Develop workflows to enable digitization and/or automation of POPA and ATIA related tasks, processes and activities. Upload and maintain a centralized holding of digital resources related to access and privacy, such as Public Information Banks (PIBs). Collaborates with stakeholders to facilitate the initial intake and processing of Privacy Impact Assessment Determination and Privacy Incident Determination forms. Provide operational backup for privacy breach reporting and documentation related to the Privacy Management Program (PMP) implementation. Other Related Duties (20%) Backup support for legislative and legal coordinator, including but not limited to: Support the recruitment and onboarding of public members appointed to Council boards and committees, including related data entry and logistics coordination, while ensuring compliance with Council policy and statutory requirements. Complete special projects as required. Adhere to applicable responsibilities and accountabilities as outlined in the Sturgeon County Health and Safety Management System. KNOWLEDGE, EDUCATION, QUALIFICATIONS, SKILLS, ABILITIES, AND EXPERIENCE The following are required in this position: Post-secondary certificate or diploma in Records and Information Management. Knowledgeable in access to information and privacy principles and legislation, specifically ATIA and POPA. Minimum of 1 year related experience working with the FOIP Act. Proficient in Microsoft 365 tools (SharePoint, Power Apps, Power Automate, Forms). Proficiency in Microsoft Office (Word, Excel, Outlook, Teams). Excellent organizational and time management skills needed to work under the pressure of time limitations and constraints. Strong research, analytical and interpretive abilities including ability to interpret and apply legislation. Strong communication and customer service skills. Ability to maintain confidentiality regarding matters which affect the municipality. Strong grammar and composition skills. High degree of accuracy in word processing, and general attention to detail throughout. Aptitude to understand and follow complex written or oral instructions of a general nature and to complete the assigned tasks is required. Ability to work independently and in a team environment. The following are considered assets or preferences in this position: Post-secondary education in legal studies, paralegal, public administration, or a related field, combined with experience supporting legal or legislative functions Subdivision and development appeal board clerk designation Knowledge of administrative and municipal law. Municipal Government Act (MGA) and regulations. Municipal governance; and Parliamentary Procedure, Administrative Law, and Robert’s Rules of Order.
