Role Overview The NRC is looking for an experienced, vibrant and dynamic Director to lead the Innovation Investments and Partnerships team within the National Program Office (NPO). The Director will support the Director General of the NPO by providing expertise in advancing innovation and business objectives, managing complex stakeholder relations, and delivering the NRC Challenge Programs and the Ideation Fund. The role involves leading a team of Innovation Investments Advisors and program officers who deliver competitive calls, negotiate funding agreements, work with Program Directors to advance challenge missions, and build strategic partnerships with national and international co‑funders. Screening Criteria Education: A university degree in engineering, business, or a relevant field. An advanced degree in science, engineering or business is an asset. Experience: Significant experience in implementing and delivering grants and contributions programs in the public sector. Significant business, policy, and/or technical experience in Life Sciences, Climate & Industry, or Digital & Emerging Technology. Significant oversight advisory experience in a scientific or research environment, providing strategic advice to senior executives. Significant experience leading complex projects requiring coordination with internal and external partners. Experience managing significant financial resources and complex human resources activities, including team leadership, talent development, and organizational change. Recent significant experience managing and facilitating multi‑stakeholder initiatives and maintaining partnerships. Experience performing technical review and due diligence on projects or proposals, assessing research, technology, and financial plans. Experience responding to stakeholder enquiries within a fast‑paced environment. Examples of financial management (budget delegation, resource forecasting, budgeting, tracking, reporting). Examples of human resources management (matrix organization teams, performance, resourcing, workforce planning). Applicants must indicate the size of the budget managed directly and indirectly. Applicants must indicate the number of staff supervised and duration of supervision. Condition of Employment Secret clearance required. A thorough security clearance process will be applied. Eligibility to obtain a Secret clearance requires living in Canada for a sufficient period and background verification over a 10‑year period. Language Requirements Bilingual Imperative CBC/CBC. If no qualified bilingual candidates are identified, unilingual candidates may be considered with a commitment to achieving bilingual proficiency within two years. Knowledge of the NRC mandate and strategic objectives. Demonstrated ability to lead, build, and motivate teams to exceed expectations. Knowledge of the Canadian science and technology ecosystem. Ability to monitor program performance using measurement strategies, tools, and models. Strong analytical and influencing skills. Ability to prepare strategies, briefing notes, and executive presentations. Advanced written and verbal communication skills.
