Job Description:Reporting to the Chief Administrative Officer, the Fire Chief is responsible for bringing strategic and operational leadership to ensure that the Fire Department consistently meets high standards in quality, service, cost–efficiency, responsiveness and compliance with all regulated provincial requirements. This role may also be responsible to conduct and oversee inspections on all types of new/existing buildings, as well as all commercial and industrial occupancies while ensuring conformity with applicable bylaws, codes and regulations depending on qualifications. This position will be required to participate in the on-call rotation within the department to respond to emergency situations.
Qualifications and Skills:- Grade 12
- Degree or diploma in Fire Science, Public/Business Administration or a related field (may consider a combination of other education and experience)
- Fire Fighting Level I – NFPA 1001
- Fire Fighting Level II – NFPA 1001 (preferred)
- Fire Officer I – NFPA 1021
- Fire Officer II – NFPA 1021 (preferred)
- Fire & Life Safety Educator I – NFPA 1035
- Emergency Services Instructor Level I – NFPA 1041
- Manitoba Building Officials’ Association Certificate (Building Inspector) would be an asset – or willingness to obtain
- Ability to interpret, administer and carry out the provisions of the Manitoba Fire Code and Workplace Health and Safety Legislation
- Proficient computer skills (Microsoft Word, Excel, PowerPoint) as it relates to correspondence, record keeping and reporting requirements
- Strong communication (verbal and written) and interpersonal skills to deal effectively and courteously with council, staff, outside agencies and the general public
- Excellent organizational and analytical skills to build working relationships and networks with both internal and external stakeholders
- Sound judgment in the interpretation and application of bylaws, regulations, rules and codes related to the work
- Other enforcement of other by-laws as required
- Valid Manitoba Class 3 driver’s license with Air
- Satisfactory results from a Criminal Record Check and Child Abuse/Vulnerable Persons Check
- To respond to and assess fire calls
- To create a cohesive culture where firefighters work as a high-performing team
- To assist, as well as conduct, regular training sessions for members within the department
- Engagement of the community
- Build awareness of fire prevention strategies
- Manage assets, infrastructure and financial resources within the Fire Department
- To prepare and control budget and expenditures of department
- A primary role in long term capital planning and management of the Fire Department
- To issue fire reports to building owners and businesses including compliance dates and provide reports of non-compliance to Town Administration for further action
- Depending on qualifications:
- Issue building permits as well as conducting building construction inspections as required
- To ensure regulations are met on projects requiring building and related permits for new construction, additions, and alterations to existing buildings
- To issue building inspection reports to building owners and businesses including compliance dates and provide reports of non-compliance to Town Administration for further action
Hours of Work: Monday to Friday – 37.5 hrs per week (flexible hours)
Salary: dependent on qualifications and experience plus an excellent pension and benefits package
