The York Weston Pelham Community Cluster, which was established in 2020 at the beginning of the COVID-19 pandemic, collaborates on real time issues management, identifying and addressing emerging needs, supporting access to resources, and escalating systemic challenges. Facilitated by City of Toronto staff and United Way Greater Toronto staff, it convenes community organization leadership in meetings on a regular basis. The YWP CC has approximately 30 active members, who are community and social service organizations providing direct services in the YWP neighbourhoods.

As the pandemic has waned, members of the cluster have reported that mental health challenges among the populations in the neighbourhoods are high. Several cluster organizations have experienced increased incidents of clients in crisis, including substance use emergencies, intimate partner violence, post-partum depression, homelessness and/or hunger, with increased rates of individuals venting their frustration and anger at staff, physical property, and each other. Meanwhile, waiting lists for accessing mental health supports within and beyond the cluster (i.e. counselling) are lengthy. New funding for mental health is frequently project-based and target-driven. Also, staff at organizations within the YWP CC are less accustomed in dealing with people in crisis compared to downtown Toronto.

The YWP CC is seeking consultants/contractors to support the Enhancing Mental Health and Crisis Supports Project in the coming year (to March 2025).

Project Goal:

The goal of this project is to ensure that programs and services offered in the area are effectively shared, known and referred to. A further goal is to give the YWP CC a sense of service gaps (and potential ways that these might be addressed).

It is also hoped that, by the end of the project, the Cluster partners will better be able to answer the following:

  • Are the right referrals being made for clients and community members (including post-crisis)?
  • Where are clients and community members successfully obtaining services and supports to which they are referred?
  • What is the experience of clients and community members in accessing supports and services (for example the length of time clients are having to wait for access)?
  • Where are the opportunities for sharing, collaboration and growth to address identified gaps in mental health supports for crisis response and follow up?

Scope of Work:

  • Develop/finalize the project plan and budget;
  • Review/audit the spectrum of services available related to community mental health and substance use crises and critical incidents, including those that have involved 211/police/Toronto’s new mental health crisis service;
  • Identify and leverage the local and relevant information about resources that are available from other projects that have been done in the YWP area, or elsewhere in Toronto;
  • Hold key informant interviews with YWP CC agency representatives (as well as other local service providers and key community organizations) to understand and document agency protocols/processes for dealing with mental health crises and follow up;
  • Hold interviews and/or focus groups with some YWP CC organization clients and community residents, targeting those who have received or are waiting for mental health supports, to learn about their experiences;
  • Meet regularly with the YWP CC Mental Health Sub-Committee to check in on project progress and obtain input, feedback;
  • The anticipated impact of this project is to develop targeted and specific recommendations and actions for service providers in the YWP CC that will range from:
  • Service gaps
  • Best practices
  • Protocols
  • Supports and training opportunities for front-line staff in crisis prevention/intervention and mental health/substance use
  • Referral pathways
  • Resource sharing opportunities;
  • Provide a report with recommendations (and an executive or placemat summary);
  • Support YWP CC agencies to address gaps and/or implement/spread learnings/recommendations (by helping implement 1-3 small projects, pilots or tests);
  • At a year-end mental health and wellness event (to be organized by the cluster), share report findings including overview of projects initiated with preliminary results.

Consultant Role and Relationship with Stakeholders

The lead agency for the project is Unison Health and Community Services, a member of the YWP CC and the Mental Health Sub-Committee. The grant for the project has been provided by United Way Greater Toronto and will be managed by Unison. Unison will provide oversight and give direction to the project consultant. YPW CC Mental Health Sub-Committee will give input to inform and shape the project.

  • Demonstrated knowledge of, and sensitivity to, the impact of social, economic, environmental, and cultural issues on diverse communities;
  • Strong knowledge of community mental health programs and services landscape in the City of Toronto;
  • Expertise in facilitating conversations, both with individuals and groups;
  • Excellent written/oral data synthesis and communication skills;
  • Familiarity with the populations and conditions of the organization’s geographic areas and an understanding of local issues and priorities are an asset.

Budget: $50,000 including all expenses and taxes
