SCOPE
Reporting to the Chief Information Security Officer, Instructional Information Technology Systems (IITS) Contribute to the development and execution of the enterprise-wide IT strategy and is responsible for ensuring the infrastructure and operations strategy is fully aligned and positioned to deliver compelling business value. They will play a crucial role in shaping the future of IT at Concordia, ensuring resilience, security, and excellence in all IT operations.

PRIMARY RESPONSIBILITIES

  • Establish a three-to-five-year vision and roadmap that sets the mission, vision, strategy, operating model, service offerings and workforce of the Infrastructure and Operations Services organization to maximize the success of business and IT organizational initiatives. Develop an annual plan. Define annual group objectives.
  • Oversee overall design and architecture of information technology infrastructure and end-user computing environment. Support the CIO, CISO and the Director of Architecture, Integration and Innovation by introducing and implementing innovative, differentiating infrastructure and operations solutions, including cloud computing, that enhance the university's overall capabilities and employee experience.
  • Direct a group of IT leaders and managers toward the achievement of the above mandate. Define, develop, and manage a comprehensive and integrated IT infrastructure landscape, based on best-practice processes, disciplines, and related toolsets. This includes delivery of a comprehensive IT asset management and operations program. Develop and implement operating procedures. Manage budget. Manage operational priorities. Manage and control quality (process and product).
  • Builds successful relationships with other IT and business stakeholders by developing a clear understanding of business needs, acting as a trusted advisor, and ensuring effective delivery of IT services to meet those needs. Creates and aligns an Infrastructure Services and Operations value map by linking targeted business outcomes with the future-state capabilities required to achieve them. Works with key stakeholders to measure and prioritize technical debt remediation.
  • Lead system acquisition initiatives and manage proactively maintenance & support contracts. Manage relationships and product roadmaps with externally sourced infrastructure (e.g: cloud providers) and operations capabilities.
  • Improve IT resilience by developing and maintaining strategies and plans that improve reliability, tolerability, disaster recovery readiness and business continuity. Collaborate with the Chief Information Security Officer (CISO) to ensure services contribute to, embrace, and apply security strategy.
  • Design and develop a strong and diverse leadership team, together with a reporting structure for the function. Hire and train resources. Manage employee performance and productivity. Develop staff personal development and training plan. Coach managers and staff. Provide support and direction for personnel matters and motivation.
  • Represent the University on external committees, monitoring industry trends and providing strategic direction on the integration of emerging technologies into infrastructure and operations products and services to ensure the successful delivery of the overall IT strategy.
QUALIFICATIONS
  • Bachelor's Degree in Science or Engineering, with preference given to a degree in Computer Science or Cybersecurity with ten years of pertinent systems experience, of which at least five years in a management capacity.
  • Demonstrated experience in strategic planning and execution of large-scale IT infrastructure and cybersecurity projects.
  • Demonstrated project management experience in infrastructure and technology deployment projects.
  • Extensive knowledge of current and emerging technologies, with a proven track record of implementing innovative IT solutions in a complex organizational environment.
  • Proficiency with core IT infrastructure including network, telecommunication, data center technologies, end-user computing and audio-video technologies.
  • Establishing and improving DevOps, as well as other working practices (e.g., ITIL).
  • Demonstrated planning, organizational and decision-making skills, coupled with the ability to establish and respond to priorities.
  • Delivery of hybrid working excellence to improve customer and user experiences
  • Building cloud management solutions, including software development, integration, and ongoing engineering aspects.
  • Experience in implementing IT Services Management (ITIL) best practices.
  • Good knowledge (Level 4) of spoken and written skills in English and good knowledge (Level 4) of spoken French. A high degree of competence in written English, with the ability to communicate technical specifications and descriptions
  • Excellent leadership and communication skills with the ability to develop and communicate a vision that inspires and motivates staff and aligns with the IT and business strategy
  • Excellent knowledge of and experience working within committees and group environments.
  • Superior communication and interpersonal skills, with the ability to influence and engage stakeholders at all levels, including presenting to executive leadership on related matters.
  • Proven ability as an IT change champion.
  • Proven planning and organizing skills and result-orientation.
  • Proven team leader and team builder, with ability to motivate people and foster a positive team environment.
  • Strong analytical, problem-solving, and decision-making skills, with the ability to develop and execute strategic initiatives in both IT infrastructure and cybersecurity.
  • Strong process and work organization rigor and discipline.
