The Nuclear Waste Management Organization (NWMO) is a not-for-profit organization tasked with the safe, long-term management of Canada’s used nuclear fuel inside a deep geological repository, in a manner that protects people and the environment for generations to come.

Founded in 2002, the NWMO has been guided for 20 years by a dedicated team of world-class scientists, engineers and Indigenous Knowledge Keepers that are developing innovative and collaborative solutions for nuclear waste management. Canada’s plan will only proceed in an area with informed and willing hosts, where the municipality, First Nation and Métis communities, and others in the area are working together to implement it. The NWMO plans to select a site in 2024, and two areas remain in our site selection process: the Wabigoon Lake Ojibway Nation-Ignace area in northwestern Ontario and the Saugeen Ojibway Nation-South Bruce area in southern Ontario.

Regulatory Associate

(Employment Status: Fulltime)

Position Location: Toronto Head Office – 22 St. Clair Avenue East

Job Summary:

Reporting to the Manager, Licensing, the Regulatory Associate is responsible for providing support in the development, implementation, and execution of the Regulatory Decision-Making (RDM) Project that will enable the NWMO to receive and maintain all required permissions and approvals from the government departments and ministries (Federal and Provincial). Support the enhancement of regulatory certainty, compliance and efficiency by planning, scheduling, reviewing reports and documents related to the RDM; supporting and assisting with the development and implementation of licensing documentation; meeting organization and records management, while maintaining positive interfaces with internal stakeholders/departments.


  • Support the work program to ensure the NWMO receives all required permissions and approvals including completion of required Impact Assessments and Canadian Nuclear Safety Commission (CNSC) licensing.
  • Develop comprehensive information reports and prepare meeting minutes, documents or briefings related to licensing and deliverables.
  • Manage records for RDM project to ensure conformance to corporate policies and regulatory standards.
  • Provide regulatory assistance and guidance to the NWMO by triaging and/or compiling technical information requests and responses from internal and external stakeholders.
  • Perform standard document template compliance reviews on licensing documents submitted by department leads.
  • Support supervisor with reviewing reports and documents related to the RDM Project.
  • Research and collaborate with internal subject matter experts and members of the project team to coordinate the production of regulatory submissions and external facing products.
  • Review, and analyze the development of proposed regulatory documents prepared by the Canadian Nuclear Safety Commission, Impact Assessment Agency or other Federal/Provincial department/ agency and support the internal review and comment process.
  • Prepare quality outgoing regulatory correspondence and other communications with regulators.
  • Support the preparation of the NWMO's presentations and responses at public commission hearings with the CNSC or other regulatory bodies.
  • Assist and participate in organizing meetings, workshops and other activities internally at the NWMO and externally with regulators to support the RDM Project.
  • Review work completed by external contractor to ensure it is consistent and accurate, and that it is produced in accordance with NWMO deadlines.
  • Review and summarize trends in international regulatory developments and policy directions.
  • Support the establishment of plans, scopes, schedules and contractors to meet organizational and departmental objectives.
  • Perform other duties as required.

The ideal candidate will have the following skills and experience; however, those with lesser experience should not hesitate to apply.

  • University degree in Engineering or Science or a relevant discipline.
  • Minimum of 4-6 years' relevant experience
  • Ability to understand and describe technical issues pertaining to regulatory matters.
  • Demonstrated ability to understand licensing process for a nuclear facility.
  • Demonstrated ability to understand the Impact Assessment Act
  • An understanding of the Canadian nuclear regulatory regime, the Nuclear Safety and Control Act and the associated Regulations.
  • Strong analytical and deductive skills.
  • Strong judgment.
  • Ability to work independently.
  • Sound decision-making skills.
  • Strong strategic planning and project management skills.
  • Outstanding communication and interpersonal skills.
  • Strong planning and organizational skills.

The following skills and experience are considered assets:

  • Bilingualism (French and English, both spoken and written) is an asset.

Must be eligible to work in Canada and must be able to meet security clearance requirements.

NWMO currently operates in a hybrid work model of 3 days in the office (Tuesdays being universal) and 2 days working from home.
