Job Responsibilities

(Internal Role - Claims IV)

  • Work within the Commercial Team, reporting to the Claims and Variance Lead as part of the GO Expansion Program Team
  • Support the development and deployment of Program Team (PT) Best Practices to be incorporated in Management of Contracts specific to Claims Management, Claims Avoidance, and Variance Management
  • Contribute to the development and management of the Claims Avoidance process utilizing trend analysis on the causes of claims and develop management and mitigation strategies and plans for the benefit of the CPG (Capital Projects Group) and GO Expansion program
  • Participate in Claims Management and Claims Avoidance function across the Projects on the GO Expansion Program working with the Owner’s counterparts to support best practice measures and continual improvement
  • Provide overall management of Claims II and III and lower-level commercial staff related to activities in the review, assessment, management, and resolution of construction claims and early warnings incurred under contracts on various programs and projects
  • Oversee the performance of the Claims and commercial team members in entitlement assessment and analysis in the resolution of construction claims under the program or other commercial elements
  • Contribute to the implementation of the Early Warning process and provide assurance that the Early Warning process is working effectively as planned or address issues and enhancements to improve the effectiveness of the Early Warning processes
  • Implement internal Early Warning trainings to project delivery teams and support in the collaborative workshops with Contractors
  • Provision of support within the Variance and Claims Avoidance trend analysis and strategies to optimize the program value for money
  • Manage and administer the IPD Claims Avoidance program to provide an assessment of any escalated contract issues and disputes and provide impartial opinion on the strength of the Owner’s position and the potential impacts on the Program
  • Conduct and report on trend analysis of common causes of delay and dispute under the delivery contracts at a project level and manage the identification/implementation of measures at the Program and project levels to avoid reoccurrence
  • Develop standard resolution routes in coordination with the concerned functions
  • Manage team dynamics and performance-related issues including review and approval of timesheets, vacation requests, employee evaluations, employee engagements, etc.
  • Interact with stakeholders on team performance, overall deliverable issues, and commercial strategies and benefits
  • Lead and direct claims assessment teams in the development and deployment of new claims management plans, strategies, processes, or administration and reporting methods, while in consultation with stakeholders, ensuring desired outcomes are achieved
  • Guide claims and commercial staff in formulating a resource allocation strategy and utilize this to distribute work against various claims across the projects and program or other commercial issues including adherence to the overall scope, schedule, and budget
  • Exercise authority in managing the work and controlling the management and resolution of claims per the commercial policies and plans
  • Monitor staff performance to ensure excellence and adherence to specified deadlines, policies, and procedures, and address performance issues with the stakeholders
  • Formulate a resource allocation strategy and utilize this to distribute work and budgets
  • Identify commercial and performance risks and implement mitigation strategies and contingency plans
  • Evaluate contract performance effectiveness and deliverables by consulting with stakeholders and staff
  • Design and review progress reports, proposals, and presentations to various audiences, including contract team, senior executives, key stakeholders, etc.
  • Direct and negotiate scope changes to the contract and prepare change requests
  • Clarify internal quality control check for the contract and program, and resolve the quality issue
  • Define success criteria and disseminate them to involved parties throughout the contract and program life cycle
  • Recommend and interpret contract and program expectations while delegating and managing deliverables with team members and stakeholders
Qualifications Required

Experience:

  • Minimum of 6 years of experience in construction or infrastructure projects with strong focus on claims management, claims preparation, claims defense and claims resolution

Education:

  • Bachelor’s degree in Engineering, Business Management, Quantity Surveying, or relevant field of construction

Licenses or Certifications:

  • Holding recognized certifications in recognized certifications in specified fields of Engineering, Contracts Management, Certified Construction Claims Specialist (CCCS) / Certified Construction Delay Analyst (CCDA) / Certified Construction Contract Administrator (CCCA); Schedule and Delay analysis, project management certification - PMI (Project Management Institute), or equivalent

Skills and Competencies:

  • Commercial acumen and contractually astute with experience of various forms of delivery methods, including but not limited to (DBB/DB) and P3 or Alternative Financing and Procurement
  • Experience in commercial management, identification, mitigation and resolution of issues potentially leading to claims
  • Experience in assessing various types of issues and claims for entitlement and quantification of costs and time impacts
  • Thorough knowledge of contract language, claim process, and legal requirements of construction contracts across a variety of contract types
  • Strong understanding of prevailing Project Management methods
  • Extensive knowledge of tools and metrics needed to evaluate project performance
  • Expert capability to review major complex bespoke contracts in the building and civil engineering sectors to identify and communicate risks and mitigation strategies
  • Mastery of schedule and delay analysis
  • Advanced skills in Microsoft Office
  • Proficient in Project Management software
  • Inclined to maintain professional development to keep abreast of emerging technologies, methods, and best practices in Claims Management and Delay Analysis
  • Adept at tailoring information for different audiences through presentations, reports, and other means
  • Quantity Surveying knowledge or experience is an asset
  • Ability to arrange priorities and escalate competing risks to meet deadlines with minimum input from leadership
  • Keen eye for detail and adept problem-solving abilitieswith a track record for meeting deadlines
  • Must have demonstrated experience relaying and receiving information (written and verbal)in a demanding multidisciplinary project environment
  • Expert ability to work collaboratively and independently in a structured, disciplined, technology-driven environment
  • Expert ability to detect, capitalize, and be sensitive to others' strengths
  • Demonstrated capability to supervise, delegate, and develop capacity
