Main Purpose and Function

The Energy Transition Policy Analyst supports the City’s efforts to make electrification easier and more affordable with a focus on electricity system level changes with BC Hydro, the provincial government, and the BC Utilities Commission.

Specific Duties and Responsibilities

  • Works to improve electrification system planning.
  • Strengthens areas of BC Hydro advocacy, engaging/partnering with other local governments, and connecting City level challenges/opportunities into provincial energy planning context.
  • Advances electrification rates and tariffs by conducting analysis, forming questions and arguments, and working with partners on BC Hydro policy directions being addressed by the BC Utilities Commission.
  • Develops City perspective on BC Hydro's distribution extension policy and BC Hydro's optional residential electrification rates, in addition to any follow up actions from Fortis’ proposed renewable natural gas rate and Long-Term Gas Resource Plan, and BC Hydro’s Integrated Resource Plan.
  • Works with relevant Vancouver departments and BC Hydro to understand challenges that are making electrification too expensive and/or time-consuming, and helps identify, assess, and advance solutions to those problems.
  • Strengthens Vancouver’s inter-governmental relations on climate action and includes trackingopportunities to engage, preparing City input, and ensures that input makes it way through City processes in a timely manner. Examples include: responses to provincial intentions papers, proactive input on issues of interest to the City, and climate input to provincial/federal budgets. Typically involves collaboration with Vancouver subject matter experts and external partners such as other local governments.
  • Provides direction and guidance to the work of professional consultants engaged by the City.
  • Prepares and manages work programs.
  • Provides writing, research, and the preparation of visual materials for presentation to internal staff, external stakeholders, public meetings and City Council.
  • Performs other duties/responsibilities as assigned

Qualifications

Education and Experience:

  • A university degree in planning, environmental science, engineering, or related field, preferably at the post-graduate level and considerable climate change, energy, or sustainability-related professional experience, or an equivalent combination of education, training and experience.


Knowledge, Skills and Abilities:

  • Considerable knowledge of electricity planning and energy systems
  • Considerable knowledge of research techniques and analysis used in developing policies and regulations
  • Ability to apply research, analytical, and strategic thinking skills to proactively identify and analyze issues, and to recommend solutions
  • Strong verbal and written communications skills
  • Ability to catalyze change and influence within an organization while establishing and maintaining cooperative working relationships
  • Ability to research, develop and analyze policies and regulations, to evaluate the implications of proposals and to identify problems and recommend solutions
  • Ability to develop user-friendly spreadsheets and documentation, and good MS Office skills
  • Ability to work independently, using sound judgment to prioritize tasks in order to achieve project objectives on time and on budget.
  • Ability to meet transportation requirements

The following are considered assets:

  • Experience working with electric utilities and energy regulators
  • Ability to manage projects.
  • Familiarity with the City’s key environmental sustainability documents, including Climate Emergency Action Plan, Renewable City Strategy, EV Ecosystem Strategy and Climate Change Adaptation Strategy.
  • Experience working on projects with municipal partners
  • Experience navigating large bureaucracies (municipal or otherwise) with complex organizational structures
  • Demonstrated personal commitment to sustainability

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
