Power Engineer, 4th Class

Duties:
- Responsible for the safe and efficient operation and maintenance of the Plant as defined and directed.
- Perform maintenance, installation, and repair of various types of mechanical equipment and machinery, including pumps, fans, controls, motors, various types of compressors, kitchen equipment, etc.
- Operate, maintain, and repair all air conditioning systems and related equipment, including chillers, cooling towers and condensers, air handling systems, closed circuit water-to-water or water-to-glycol heat-pump systems, and their electrical components, etc, as per qualifications.
- Service compressors, dual-duct airflow systems, face and bypass airflow systems, exhaust fans, pumps, motors, electronics, and refrigeration equipment.
- In coordination with the Maintenance Supervisor, and utilizing Computerized Maintenance Management System (CMMS) software, set up and perform maintenance and preventative maintenance programs as required, ensuring and verifying that all required maintenance is complete in accordance with applicable policies, procedures, and regulations.
- Maintain required files, filing systems, log book records, and documentation related to the Plant.
- Install and maintain pipes and equipment related to hydronic systems, and pipe and equipment insulation.
- Control and oversee chemical tests and order required chemicals for boilers, water towers, chillers, hot water systems, etc, and maintain documentation.
- Establish and monitor scheduled replacement of Plant equipment when obsolete or when repair is ineffective, and ensure repairs are made in accordance with appropriate standards.
- Monitor performance of heating, cooling, and other environmental control equipment utilizing the Building Automation Systems (BAS). Coordinate, instruct, and/or reprogram the system including adjustments and direct repairs to be made to establish and maintain a workable balance between equipment efficiency and environmental quality.
- Ensure compliance of operating systems and equipment within the applicable Workplace Safety & Health legislation and all Municipal, Provincial, and Federal codes and requirements. Recommend upgrade initiation when appropriate.
- Respond to emergency calls, such as fire alarms, etc, as directed.
- Control inventory of parts in stock and reorder when necessary, as required and authorized.
- May require heavy lifting, bending, and working in elevated areas utilizing scaffolding, etc, and working in confined spaces and enclosures.
- Notify customers when services are to be interrupted, when work is to be performed, and when work has been completed.
- Ensure equipment, tools, materials, workspaces, etc, are properly maintained and kept in a clean, safe, and orderly condition.
- Participate in various meetings and committees as required.
- Prepare estimates of time and materials for specific projects as required.
- May fabricate, repair, and maintain various items, utilizing various types of welding and metal cutting.
- May occasionally supervise other classifications of lesser-qualified personnel.
- Participate in new construction and commissioning as required.
- Use a full array of various hand and power tools.
- Notify supervisor when additional help is required, or if specific training is needed for safe and responsible execution of a task or project.
- Perform other related duties as assigned, not exceeding skills or capabilities.
- Programming of variable frequency drives (VFDs), programmable logic controllers (PLCs), and BAS's general control language (GLC+).
- Provide sketches of field changes and discrepancies for engineering corrections and drawings.
- Manage assigned work in an ethical, timely, and professional manner.
- Adhere to all VIU and WSBC work procedures and policies, and provide safety awareness on work sites.
- Respond to emergencies and after-hours requests (part of emergency response team and snow/ice removal).
- Required to be on-call during designated periods outside of regular working hours to respond to urgent work-related needs or emergencies.
Required Qualifications:
- High school diploma or GED.
- Third Class Power Engineering Certificate as recognized by Technical Safety BC (TSBC).
- Possess or able to obtain a Gasfitter license as recognized by BC Industry Training Authority (ITA).
- Minimum 5 years of experience in the total operation of a similar facility.
- Must have working knowledge of heating, refrigeration, electrical, electronics, instrumentation, building design, plumbing, and some carpentry.
- Computer skills in software, including word processing, data entry, internet, email, etc.
- Effective interpersonal and communication skills, both written and verbal, and the ability to get along with others with minimal supervision.
- Demonstrated ability to read blueprints and schematic drawings.
- Class 5 British Columbia Drivers' License and satisfactory drivers' abstract.
Preferred Qualifications:
- Fourth Class Power Engineering Certificate.
- Qualification in an additional trade as recognized by ITA would be an asset.
- Formal training in Reliability Centred Maintenance or other preventative maintenance programs.
- Training and experience in the installation, operation, and maintenance of HVAC and Building Automation Systems (BAS).
- Experience with geo-exchange systems and heat pump systems.
