Job Responsibilities

(Internal Title: Project Management IV)

  • Overseethe design deliverables, derived from the construction methodology, and integration of the railway infrastructure
  • Deliver project technical strategies while providing administrative and discipline-specific support and oversight to the project Technical Management Office activities to ensure coordination of efforts and successful completion
  • Executeobjectives and controls activities during the development and implementation phases of the project in conjunction with Managers and project teams
  • Manage and oversee the entirety of projects valued between $300 - 400 million, ensuring successful initiation, planning, execution, monitoring, and closure
  • Manageand contributetechnical recommendations to the pre-construction process by reviewing all plans, and associated documents to ensure optimal coordination of projects throughout the RER network
  • Developrecommendations for proposed projects consistent with strategic plan and business objectives
  • Implementstandards and managecritical paths or milestones, by monitoring mechanisms for projects and regularly reportto the Director on project status
  • Manageconflicts effectively to ensure resolution is reached with minimum disruption to workflow; trackissues and manage the investigation of potentially serious situations that could impede the overall quality and management of projects and implement corrective measures
  • Determine and manage the human and material resources required to complete assigned projects successfully
  • Formulate a resource allocation strategy and utilize this to distribute work and budgets
  • Exercise authority in managing the work and control the delivery of the projects per project plans
  • Review and ensure adherence to the overall scope, schedule, and budget;makingcontingency recommendations to minimize negative cost impacts
  • Identify risks and entrench mitigation strategies and contingency plans
  • Monitor and report on performance against project requirements, schedule, milestones, budgets, quality measures, and KPIs, and address issues with corrective actions as appropriate to ensure excellence and adherence to specified deadlines
  • Evaluate the project's effectiveness by consulting with clients and other stakeholders
  • Establish and deliver progress reports, proposals, and presentations to various audiences, including the project team, client executives, key stakeholders, and Operations
  • Oversee ongoing quality control, participate in quality issue resolution, and manage internal quality control checks for the project
  • Define success criteria and disseminate them to involved parties throughout the project and program life cycle
  • Complete any tasks assigned by Project Management V or higher in an efficient and timely manner

Qualifications Required

Experience:

Minimum of 12 years of experience related to the design, and construction and assurance of heavy passenger rail transit systems in a brown field environment and related works

Education:

  • Bachelor’s degree in a applied science, engineering, or a related discipline – or a combination of education, training and experience deemed equivalent

Licenses OR Certifications:

  • Holding a valid Professional Engineering (P.Eng.) license recognized by the Professional Engineers of Ontario (PEO) or equivalent qualification

Skills and Competencies:

  • In-depth knowledge of railway corridor infrastructure and related construction projects
  • Strong understanding of prevailing Project Management methods
  • Extensive knowledge of tools and metrics needed to evaluate project performance
  • Advanced skills in Microsoft Office
  • Proficient in Project Management software
  • Must maintain professional development to keep abreast of emerging technologies, methods, and best practices
  • Ability to arrange priorities and escalate competing risks to meet deadlines with minimum input from leadership
  • Keen eye for detail and adept problem-solving abilities
  • Must have demonstrated experience relaying and receiving information (written and verbal)
  • Expert ability to work collaboratively and independently in a structured, disciplined, technology-driven environment
  • Proven capacity to anticipate, identify, and minimize risks
  • Expert ability to detect, capitalize, and be sensitive to others' strengths
  • Demonstrated capability to supervise, delegate, and develop capacity
  • Tact to perceive and ameliorate conflict and tension
  • Effectively leads multi-resource Project Management teams
  • Ability to work creatively and analytically in a problem-solving environment by ensuring effective teamwork, promotion of innovation, and overall excellence
  • Demonstrated functional acumen to support how solutions will address client goals while maintaining alignment with industry best practices
  • Proven success in providing on-site leadership for the project team by building and motivating team members to meet project goals, adhering to their responsibilities and project milestones
