AVI Health Centre is a Community Health Centre (CHC) in Nanaimo. We provide Primary Care, HIV, Substance Use, STBBI, PrEP, PEP, and HCV medical services, as well as outreach, supports, and social programming for our clients. We also provide education services for the communities we support and for health and social services students and professionals that work with the same communities. Our Health Centre is located on the Snuneymuxw territories.

The Enhanced Harm Reduction Service (EHR) is a SAFER Initiative that is a flexible, community-based, harm reduction program, integrated into our CHC to provide pharmaceutical alternatives and wrap around supports to people who use drugs and access the toxic street drug supply.

JOB SUMMARY:

The Nurse Manager (NM) is an excluded nursing role responsible for the development, support, and delivery of all nursing activities within AVI Health and Community Services Nanaimo.

The NM provides supervision, leadership and functions as a role model and coach to all EHR and CHC nursing staff. They work as part of the AVI Nanaimo Leadership Team to ensure support for the EHR and CHC’s multidisciplinary teams and to continuously develop and ensure quality program nursing practice and protocols.

This position provides person-centered healthcare including assessment, screening, and education to support the clients of AVI. They will use a trauma-informed, violence-informed client-centred approach as well as their demonstrated clinical skills and experience to independently assess individuals with complex primary care health needs and active poly-substance use.

This position requires a professional who is experienced with harm reduction and is committed to collaborating with a multi-disciplinary team of stakeholders, including people with lived/living experience of criminalized drug use. This position reports to the Clinical Director or designee.

KEY DUTIES AND RESPONSIBILITIES:

Program Delivery Leadership:

• Ensures that quality clinical care is delivered by the team that aligns with AVI’s principles of social justice, trauma-informed care, decolonization, and cultural humility.

• Promotes and facilitates a safe and therapeutic environment for the provision of care, including addressing and documenting and following up on any risk management, critical incidents, and emergency-related issues.

• Collaborates with the leadership team to develop and implement program goals and objectives, aligned with AVI’s mission and values.

• Monitors and supports nursing staff needs, the work environment and relevant risks ensuring appropriate resources are in place.

• Collaborates with the Nanaimo Leadership Team to ensure open communication and coordination across the multidisciplinary CHC and EHR services.

• Works with team leads and managers to identify and respond to nursing staff support needs, participant concerns, and issues related to clinical practice.

Supportive Leadership:

• Provides person-centred, trauma-informed, and relational supervision and coaching to all nursing staff to ensure that team members are managed in alignment with AVI’s principles of social justice and cultural humility.

• Promotes and establishes empathetic supervisory relationships.

• Empowers team members to perform their duties and roles safely, competently and with confidence.

• Fosters a supportive culture of collaboration and builds relationships of trust.

• Conducts regular staff meetings, performance evaluations and professional development activities to support the growth and well-being of team members.

• Regularly gathers feedback and follows through on feedback provided.

• Ensure a respectful, safe, and equitable work environment for the team.

• Follows up on performance concerns and acts on disciplinary processes when necessary.

• Models conflict resolution skills and works with the entire team to mediate issues that arise within the nursing team.

• Utilized effective change management practices to support a team navigating change and ambiguity.

Administrative Leadership:

• Compiles qualitative and quantitative statistics and reports throughout the year, as required and in collaboration with the leadership team.

• Plans, manages, and ensures for the team: posting of job ads, hiring decisions, program onboarding, program training, team member development and leaves and succession planning.

• Administers the scheduling and payroll systems for nursing team members and the call-out procedures in alignment with the BCNU Collective Agreement.

• Evaluates equipment, products, and supplies in coordination with the leadership team to ensure efficient and effective inventory and purchasing processes, as well as the identification and follow-up of maintenance issues.

Clinical Practice:

• Provision of direct participant care as a clinic nurse.

• Regularly meets with the leadership team to review and incorporate feedback from participant experiences and identified safe supply priorities from local, provincial, and national networks of People Who Use Drugs.

• Regularly reviews and leads development and implementation of clinical protocols in collaboration with the leadership team and community partners.

• Coordinates participant flow in consultation with interdisciplinary team members.

• Collaborates with team to ensure timely intakes and discharge of participants.

Community Relations and Partnerships:

• Acts as a representative of AVI on relevant committees and working groups, in collaboration with other leadership team members.

• Maintains key relationships with integral partners and networks with a focus on harm reduction nursing and clinical practice.

• Performs other related duties as required.

QUALIFICATIONS:

• Graduation from an approved school of nursing with a baccalaureate in Nursing with current practicing registration as an RN, RPN, or NP with the British Columbia College of Nurses and Midwives (BCCNM). Master’s degree in a relevant discipline preferred.

• Minimum 5-7 years recent full scope nursing experience working with people with high levels of poly-substance use.

• Minimum of two years of recent experience in program coordination and supervision of staff in the community healthcare sector preferred; other leadership experience in harm reduction nursing, facilitating safe supply programming, and policy review/development will also be considered. • Leadership experience within a BCNU or other union work site an asset.

• Previous experience working in supervised consumption/overdose prevention services or safer supply programs, including experience responding to medical emergencies such as overdose (naloxone administration, airway management, etc.).

• Strong knowledge of substance use disorder and opiate agonist treatment options.

• Able to respectfully engage and support Indigenous relationships, with a trauma informed and decolonial lens

• Commitment to harm reduction and social justice principles and experience working with individuals who experience intersecting systemic oppression. Commitment to bringing harm reduction and social justice principle to leadership practice as well as clinical practice.

• Understanding of the impact on individual health and well-being, as well as the considerations for service delivery, related to systemic barriers associated with poverty, mental health, substance use, trauma, racism, colonialism, heterosexism, and gender discrimination.

• Demonstrated understanding of public health and equity-oriented models of social support and health care.

• Relevant or applicable training/experience in anti-racism and a demonstrated commitment to anti-colonial learning/unlearning.

• Strong analysis of colonialism and the ways in which historical and ongoing colonial violence impacts Indigenous People intergenerationally.

• Knowledge of local Indigenous and non-Indigenous social services including housing, income and food security supports that may benefit persons served.

• Demonstrated skills, experience, and knowledge in the areas of primary care, substance use, harm reduction, HIV, HCV, sexual health, mental health and health promotion.

• Demonstrated commitment to person-centered healthcare service provision.

• Works well under pressure and in stressful situations.

• Capable, independent practitioner and committed team member.

• Excellent communication, conflict resolution and crisis management skills.

• To comply with current BC Public Health Orders, must be fully vaccinated for COVID-19 or have an approved medical exemption. Proof of vaccination status will be required for successful applicants for positions covered by the order.

• Current Valid BC Drivers’ License an asset.

• Ability to work weekends.

POSITION DETAILS:

• Pay: per BCNU grid, Level 5 $52.39/hour to $66.65/hour

• Hours and Schedule: 37.5 hour per week, Monday through sunday, 9:30 – 5:30. Hours and days of the week to change as per program needs. Note: Hours of Work, Days Off and Work Area may be subject to change.

• Term: This position is ongoing, subject to funding.

• Location: AVI Nanaimo office and in the community as needed

• Union: AVI is a union environment under the Collective Agreement: HEABC & Health Services & Support Community Subsector Association 2022-2025 and this role is an Excluded Position.

• Benefits: This position will be eligible for extended health, life and AD&D on the 1st of the month after this position begins. AVI pays for the entire cost of the plan on behalf of its staff.

• Pension: This position is immediately eligible to join the Municipal Pension Plan. At this time, AVI contributes an additional 9.31% towards your pension account.

• Other Perks: This position gets 8% vacation (equivalent of 4 weeks), receives a paid day off for eligible Stat Holiday, which includes Easter Monday, and accrues a Sick Bank of 6.9%. Sick and Vacation Days are both available to be used after your first 3 months at AVI.

• Proof of Vaccination Required: AVI is under BC's Health Services Order and continues to require proof of vaccination.
