With its head office in Yellowknife, NT, the Workers’ Safety and Compensation Commission (WSCC) is an arm’s length government agency responsible for administering the Workers’ Compensation Acts, Safety Acts, Explosives Use Acts and the Mine Health and Safety Acts of the Northwest Territories and Nunavut.

The WSCC provides services to almost 40,000 workers and 4,000 employers across the Northwest Territories and Nunavut, processes over 3,000 claims annually, and conducts over 1,000 inspections annually to ensure the safety of northern workplaces. The WSCC is unique in Canada as it is the only workers’ compensation organization in the country to insure workers across more than one province or territory.

Yellowknife is the capital city (since 1967) of Northwest Territories, northwestern Canada. It lies on the north shore of Great Slave Lake, 5 miles (8 km) south of the mouth of the Yellowknife River. It was founded in 1934 after the discovery of gold; therefore, the Dene named the community Yellowknife or “Sǫǫ̀mbak’è”, which translates to “Where the money is”. Yellowknife possesses all the necessities and amenities of a typical Canadian city, with hospital, medical clinics, in-door and out-door recreation facilities, retail, schools, seniors care, business services and an array of social and community organizations. About the Opportunity

WCSS is seeking a Senior Financial Planning and Performance Analyst to join their Financial Services team with the Performance and Corporate Services Division in their Yellowknife office.

The Senior Financial Planning and Performance Analyst provides professional services, analysis and advice on strategic financial planning and analysis for the Budget Development and scheduled Expenditure Variance Analysis. The incumbent will prepare monthly/quarterly operational and capital expenditure reports for review by the Manager, Financial Reporting, and the Chief Financial Officer (CFO) prior to submission to the Governance Council. In addition, the Senior Financial Planning and Performance Analyst is responsible for providing professional advice, assistance, training and interpretation to Departments on issues relating to General Accepted Accounting Principles (GAAP), the Financial Administration Act (FAA), the International Financial Reporting Standards (IFRS) and various WSCC Directives and Policies including Budget Development and Expenditure Management. This position also entails the management of security access to the main bank account and all Corporate Credit Cards, and the reconciliation of internal and external financial reporting.

In summary, the Senior Financial Planning and Performance Analyst’s responsibilities entail:

  • Providing analysis and advice to the President and the Leadership Team through the CFO on financial decisions and technical advice on the budget management and financial analysis process.
  • Leading and/or providing technical expertise in the development of the WSCC’s Annual Budget.
  • Providing performance measurement and coordinating and compiling corporate publications such as the Monthly Variance Analysis, the Quarterly Variance Report and Projections.
  • Contributing to the achievement of WSCC’s Strategic Priorities and Objectives through the protection of the Workers’ Protection Fund.
  • Managing the Chart of Accounts and General Ledger.
  • Participates in Year-End Processes.

Qualifications

  • An accounting designation (CPA) with three (3) years of related financial management experience.
  • In-depth working knowledge of Generally Accepted Accounting Principles (GAAP), and internal controls.
  • Experience and knowledge of International Financial Reporting Standards (IFRS) is an asset.
  • Experience and proficiency in financial planning, analysis, information management and financial reporting.
  • Knowledge of auditing concepts to prepare year-end working papers.
  • Strong verbal and written communication skills, including presentations, briefing papers, charts, and graphs.
  • Advanced knowledge of computer software packages including MS Office for word processing, spreadsheets, accounting and database applications, and to interface different software packages.
  • Excellent interpersonal skills to work effectively with staff at all levels in the organization.
  • Strong organizational skills and abilities, including the coordination and prioritize complex and concurrent projects and deadlines.
  • Superior analytical, problem solving and research skills with the ability to adapt and design and develop financial procedures and methodologies as may be required.
  • Ability to liaise with internal and external stakeholders in a focused and credible manner to establish effective working relationships.

Compensation
Base salary will be between $104,910 to $125,307 in proportion to skills and experience. This full-time permanent position comes with a comprehensive benefits package. Further details will be discussed in a personal interview. Residents of Yellowknife and Northwest Territories receive an annual northern living allowance. Relocation assistance is provided. All finalists will undergo a Criminal Records Check.
