This role as a Business Analyst in the Payment & Registration I&IT Solutions Branch (PRSB) involves supporting the development of crucial IT systems necessary for registering eligible Ontarians for OHIP, integrating with ServiceOntario systems, and managing the Medical Claims Payment Systems (MCPS).

The PRSB within the Health Services I&IT Cluster (HSC) is responsible for the development, sustainment, improvement, and modernization of the core I&IT solutions for the OHIP Program and Medical Claims Payment Systems (MCPS). The HSC is accountable for developing, testing, and enhancing Ministry of Health (MOH)/HSC business I&IT solutions.

About the Cluster

The Health Services I&IT Cluster provides information management and information technology solutions that enable and support the business requirements of the Ministry of Health and the Ministry of Long-Term Care and its agents. The cluster supports the Ontario government's I&IT Strategy and plays a leadership role in major business transformation initiatives and infrastructure projects that are currently underway.

What can I expect to do in this role?

As an I&IT Senior Business Analyst, you will:

  1. Provide a comprehensive range of I&IT business analysis services for PRSB, Health Services I&IT Cluster (HSC), and program area partners.
  2. Promote the appropriate application of I&IT to business problems and undertake comprehensive business needs assessments and analysis of complex business requirements.
  3. Prepare and advise on business analysis policies, processes, best practices, and standards to promote a comprehensive and consistent business analysis practice.

How do I qualify?

Business Analysis Skills

  • You have skills and experience with business analysis methods, techniques, and related tools to provide business analysis for PRSB, HSC, and program area partners.
  • You have analytical, problem-solving, and evaluation skills as they relate to business analysis.

Advice and Expertise

  • You have skills with re-engineering concepts to promote business improvements through alternative service delivery approaches.
  • You have facilitation, persuasion, and negotiation skills to engage business clients in such discussions.

Communication and Customer Service Skills

  • You have communication skills with experience facilitating and making presentations and preparing reports for senior management.
  • You have customer service, business relationship management, facilitation, consultation, and negotiation skills.

Project Leadership and Management

  • You can participate in project scoping, solution options analysis, and business case development by contributing detailed business analysis and requirements.
  • You can provide project planning, input, and functional expertise for business analysis/requirements development, testing, and implementation of business systems/infrastructure solutions.
  • You can participate on project teams, monitor the progress of business analysis tasks and projects, resolve problems, and provide status reports to I&IT management and program area partners.

Technology Knowledge and Skills

  • You have demonstrated knowledge of the software development life cycle.
  • You have proficiency with common office software and specialized software to document the outcomes of business analysis activities.
  • You have knowledge of enterprise architectural concepts specifically around the areas of business architecture.
  • You have knowledge of related current and emerging I&IT trends, policies, and standards.
