Job Description

EBC thinks outside the box and deploys all its know-how to carry out major infrastructure projects: bridges, roads, highways, tunnels, marine installations. Our ability to meet deadlines and budgets as well as our vast expertise in the field allow us to actively participate in large-scale projects such as the Samuel-De-Champlain Bridge, the Réseau Express Métropolitain (REM) and the Site C hydro-electric power station located near Fort St-John in British Columbia.

EBC is actively seeking a Quality Manager for the Ladore Dam project in Campbell River, BC, where they will utilize their extensive knowledge to contribute to the continued success and growth of the organization. The successful candidate will be stationed at the project site in the Vancouver area. The Quality Manager will be responsible for planning, leadership, coordination and management of QMS implementation on the project. This position reports to the Director of Quality.

Under the direction of the Director of Quality, it is the Quality Manager's responsibility for managing all aspects of the quality processes and programs, and ensure the timely completion and meeting of expectations for all Quality-related projects and elements, while maintaining long-term stakeholder relationships and managing and mentoring junior quality staff and other team personnel.

Key Functions:
  1. Ensure that the quality processes are in place and refined to provide final closeout of projects;
  2. Maintain relationships and communication tools as needed with suppliers and other key project personnel to verify that the quality of the supplied materials/services can be reasonably assured;
  3. Develop and communicate the performance standards and metrics by which the quality will be measured;
  4. Assist with the oversight of development and implementation of an organizational and responsibility matrix for the Quality team;
  5. Initiate and assist with the development of new quality protocols and processes;
  6. Establish and implement KPIs (Key Performance Indicators) for monitoring the Quality system implementation and effectiveness;
  7. Maintain accountability for communicating, leading, and lagging KPIs to the organization;
  8. Develop regular status reports for the client and the Quality Director, detailing status of QMS and recommending actions to be taken;
  9. Establish and maintain relationships with the project consultants, clients, vendors, and key specialist subcontractors;
  10. Act in a manner of integrity that shows support for the company, its values, and the employees;
  11. Execute written correspondence to external parties (clients, partners, government agencies, etc.) on behalf of the company;
  12. Present information/reports to senior business unit leaders;
  13. Demonstrate HSE and Quality behaviours that reflect corporate expectations of Zero Incident Culture.

Requirements:
  1. Degree in Construction Management, Engineering, Business, or a related field is preferred, or a combination of relevant training and experience;
  2. Minimum of 10 years of experience, depending on project size, scope, and complexity;
  3. Completion of 1 or 2 large-scale projects as a Quality Manager and/or experience managing a large organization’s QMS;
  4. Shall be certified as a quality professional from a certifying body, as a minimum successful completion of an ISO 9001 Lead Auditor Course;
  5. Excellent organizational and planning skills;
  6. Experience and acumen required to anticipate client requirements, work proactively regarding risk and claim management;
  7. Excellent written and verbal communication skills;
  8. Superior presentation skills;
  9. Proven relationship-building and business development skills;
  10. Superior leadership skills with ability and willingness to face challenges, solve problems, and motivate others;
  11. Proficiency using a computer and communication tools such as email, the internet, and Microsoft products;
  12. Bilingual (an asset), but proficiency in English language with excellent communication skills (written and verbal) is required.
