Main Purpose and Function

We are seeking a Planner I in the Street Activities Branch to provide public space planning, implementation and plaza stewardship/management. This role will join ongoing work with emerging policies and initiatives related to public space, stakeholder engagement, plaza stewardship planning, developing and maintaining stakeholder relationships, and collaborating with other Departments and agencies. The position will also develop and maintain relationships with social service parklet partners and support the associated needs of their communities’ use of public spaces.

Reporting to the Plaza Stewardship Planner II, the Planner I will be responsible for leading public space stewardship work with community groups, problem-solving tensions and issues in public spaces, facilitating and co-designing public and stakeholder engagement processes and will work closely with other PSSU teams, including the Placemaking team as well as with social planning teams in ACCS. They will also maintain relationships with external agencies related to public space stewardship and programming, including BIA’s, neighbourhood associations and DTES community organizations and respond to public inquiries.

Specific Duties and Responsibilities

Supports the development and implementation of public space stewardship initiatives and programs, including:

  • Develops public space stewardship plans and partnership agreements for plazas and parklets
  • Develops and maintains good working relationships with external public space partners including Business Improvement Associations (BIAs), community groups, and non-profits
  • Identifies on-the-ground stewardship challenges and develops solutions
  • Supports internal discussions regarding public space and stewardship needs and policy
  • Coordinates updates to City-wide Plaza Stewardship Strategy and advances ongoing implementation
  • Takes on new public space stewardship initiatives as needed
  • Navigates challenges between residents, public space partners, and other communities
  • Supports the Plaza Stewardship team in exploring and developing solutions to complex social public space needs
  • Anticipates and advocates for needs among DTES parklets and equity-denied public space users
  • Develops and delivers presentation materials to effectively communicate complex policies and concepts to different audiences, including other departments, stakeholders, the public, and Council
  • Provides guidance to junior and technical staff on research, mapping, and other plaza stewardship needs

Qualifications

Education and Experience:

  • A post-secondary degree in planning, landscape architecture, architecture or a related field, plus a minimum of 1 year of professional planning experience, or an equivalent combination of post-secondary education and experience
  • Experience designing and facilitating public engagement processes and events
  • Experience collaborating on inter-departmental and multi-disciplinary teams
  • Experience with policy review and research, best practices reviews, and policy planning
  • Experience with City plans and policies, and municipal permitting and development processes would be an asset
  • Membership or eligibility for membership in the Canadian Institute of Planners is an asset

Knowledge, Skills and Abilities:

  • Strong understanding of public space needs and best practices
  • Demonstrated ability to form effective partnerships, and work across departments and in multi-disciplinary teams
  • Strong communication and emotional intelligence skills to navigate complex and controversial issues with external stakeholders
  • Ability to work independently, and lead a project from initial scoping to completion
  • Experience overseeing junior staff
  • Strong written, verbal, and visual communication skills
  • Strong research and analytical skills
  • Graphics skills would be an asset (e.g. Adobe Creative Suite, SketchUp)
  • Urban design knowledge would be an asset
  • Familiarity with current planning issues in various neighbourhoods would be an asset
  • Familiarity with the city’s Justice, Equity, Inclusivity, and Decolonization work would be an asset

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
