Job Description
The opportunity
The Corporate Treasury Operations department is responsible for bank relationship services, cash positioning & forecasting, executing daily receipts and disbursements, customer service support, as well as a variety of oversight/compliance/control functions. This includes cash accounting activities, bank reconciliations and cheque fraud prevention using various franchise, in-house built and banking applications.
The Compliance and Controls team is responsible for the Treasury Operations accounting model, including associated reconciliations, reporting and journal entries. The team is also responsible for all controls functions related to access to Treasury-owned applications and signing authority limits, as well as monitoring payment fraud attempts.
The Manager, Treasury Compliance & Controls reports to the Director Treasury Operations, Compliance & Controls. The incumbent will be a subject matter expert responsible for various bank reconciliation, accounting, and compliance-related tasks (under the oversight of management, with support from Treasury Analysts/Specialists) within Treasury Operations.
Responsibilities include the following:
Compliance Functions
- Perform routine AML/ATF scanning and payment fraud tasks and assist in periodic reporting.
- Act as Anti Money Laundering subject matter expert for Treasury Operations.
- Contribute as SME in Compliance & Controls for Treasury Operations projects with control impacts.
- Collaborate with stakeholders to identify potential compliance gaps with AML requirements and communicate issues to the Director for appropriate actions.
- Assist in drafting and maintaining procedures for addressing compliance requirements such as AML, Bank & Vendor Risk Management, Operational Risk Management, Regulatory Compliance Risk Management and ensuring Treasury’s adherence to Manulife’s various risk management policies and guidelines.
- Research & analyze changes in regulatory and legislative requirements and assess their impact on Treasury Operations.
- Assist in documentation of business continuity plans as the back-up Business Continuity Plan Coordinator for Treasury Operations.
- Support in the preparation of monthly Risk MOR reporting for management.
- Lead efforts to improve efficiency while maintaining a robust control environment within the Compliance and Controls team.
Accounting & Bank Reconciliation
- Perform bank reconciliation tasks for Treasury-owned bank accounts, including maintaining statements and collaborating with business unit stakeholders to investigate outstanding items.
- Assist in quarterly and annual regulatory reporting for cash balances (NAIC, Stats Canada, OSFI).
- Assist in reviewing & approving various month-end & quarter-end journal entries and accruals to clear errors and align cash account balances and suspense accounts for financial reporting purposes.
- Coordinate with Audit team for SOX audit queries, provide sample evidence & participate in annual walk-throughs.
- Lead on control functions (including key SOX controls) as necessary to mitigate risk.
- Manage documentation, reference guides & training materials for all functions.
What we are looking for:
- Bachelor’s Degree in Commerce, Business Administration, Finance or related area.
- CTP, CPA or another treasury/finance related certification. Knowledge of treasury operations, bank reconciliations process and compliance is required.
- 5-7 years of experience in the financial services industry.
- Strong understanding of regulatory requirements & industry standards related to financial compliance.
- Experience in risk management & internal controls.
- Ability to troubleshoot problems, exhaust available options and determine when escalation or engaging outside help is required.
- Ability to review current processes and recommend enhancements to improve efficiency and effectiveness.
- Advanced Excel skills with working knowledge of macros.
- Intermediate proficiency (with ability/desire to become expert) in analytics automation tools (e.g. Power BI, Alteryx).
- Ability to connect the dots between different sources of information to investigate variances and explain the reason for the observed differences using bank reconciliation application, cash subledger and other sources of information.
- Attention to detail and ability to react quickly and respond to problems within tight deadlines.
- Proactive approach, willing to identify issues, ask questions, recommend alternative solutions, and implement agreed-upon solution.
- Ability to communicate effectively with stakeholders at all levels of the organization (internal & external).
