Responsibilities
- Reporting to the Director of Infrastructure and Operations, the Manager of Engineering Services leads a team of technical professionals and technologists to deliver engineering services for the Infrastructure and Operations Division.
- Using sound judgement and excellent technical engineering skills, the incumbent provides leadership in areas of asset management, transportation management, infrastructure planning, and engineering design and construction for the City’s major infrastructure assets.
- The Manager often presents technical information with engineering recommendations to City Council.
- The Manager of Engineering Services works closely with the Manager of Fleet and Transportation and the Manager of Water and Waste to deliver sustainable infrastructure services for the City.
- Manages all aspects of the Engineering Services Department which includes asset management, development services, transportation management, project management, technical design, and review.
- Recruits, directs, trains, schedules, and appraises the performance of reporting staff, including two Associate Managers, technicians, technologists, and engineers. Is authorized to issue verbal reprimands and contributes to higher levels of discipline in accordance with the progressive discipline directive.
- Delivers engineering services while creating a work environment that encourages continual improvement and retention of people.
- Undertakes and oversees infrastructure design and construction, working effectively with both consultants and contractors to achieve service delivery objectives.
- Prepares and controls the departmental capital project budgets, including grant applications and reporting requirements.
- Prepares and controls the departmental annual operating budget.
- Leads the long-range infrastructure planning and delivery of capital projects/programs to implement such plans including project identification, development, life-cycle cost analysis, risk management, schedule, implementation, and commissioning.
- Provide recommendations and technical engineering input in development agreements and development permit agreements related to municipal improvements.
- Issues construction completion and final acceptance certificates for in-house City projects and new development projects.
- Review and approve engineering design drawings related to new developments, following the engineering design review procedures in the Servicing Standards Manual.
- Oversees changes to the City’s Servicing Standards Manual as per the relevant policy.
- Provide general engineering related technical support and professional recommendations to other departments, as required.
- Prepares and evaluates tenders, quotations, proposal calls, and reports and awards or recommends awards in accordance with the City’s Purchasing Policy.
- Maintain constructive relations with public, consultants, government agencies, developers, suppliers, and contractors.
- Investigate and respond to inquiries from developers, City departments, engineering consultants, other government agencies, and the public.
- Follows, and ensures reporting staff, contractors, and consultants follow, so far as is reasonably practicable, established safety procedures and standards.
- Is the designated City Engineer.
- Acts as Director of Infrastructure and Operations as required.
- Work is conducted in a normal office environment for about 50% of the time. Exposure to noise, dust, fumes, extreme temperatures, traffic hazards, utility lines, and uneven terrain and construction sites, about 25% of the time when conducting inspections, collecting data, or overseeing and inspecting capital projects. Regular hours of work are Monday to Friday, between 8:00 am to 5:00 pm, 7.5 hours per day (37.5 hours per week) or 8 hours per day (40 hours per week).
Qualifications
- Post-secondary graduate of a Civil Engineering program.
- Eligible for registration with Engineers Yukon.
- 8 years of related municipal engineering and infrastructure experience, with at least 4 years at a supervisory or preferably management level.
- 1 year on-the-job experience.
- Demonstrated project management and procurement experience on large infrastructure projects.
- Excellent technical writing and oral communication skills.
- Ability to deal tactfully with elected officials, staff, and the general public on complex matters that can be controversial or politically sensitive.
- Demonstrated understanding of and knowledge in contract law and construction principles.
- Proven strategic decision-making/problem-solving, and interpersonal skills.
- Ability to lead a team and also work effectively within a team.
- Highly proficient in MS Office: Word, Excel, and Outlook.
- Ability to foster and maintain effective relationships among peers and/or stakeholders.
- Valid Yukon Class 5 Driver’s License.
- Light vehicle, AutoCAD, traffic signal counters, controllers, general office equipment, and spreadsheets.
