Reporting functionally to the Corporate HSE Manager and, at the site level, to the CAM Site Manager, the Site HSE Manager will be responsible for the implementation, administration, and ongoing coordination of current OHS legislation in addition to company and customer HSE programs, policies, processes, procedures, and objectives. The Site HSE Manager will sit as a member of the Site Leadership Team and will serve as both a subject matter expert and an advisor within the Leadership Team. The Site HSE Manager will also foster a positive working relationship with appropriate customer HSE and leadership personnel on site.

HSE Responsibilities:

The HSE Manager will maintain a balance between time in the office and time in the field. Responsibilities will include the following:

  • Knowing and understanding the requirements of, and liabilities under, the relevant OHS and associated legislation
  • Knowing, understanding, communicating, and ensuring compliance with the relevant safety legislation, CAM Project HSE Standards, and customer safety requirements
  • Establish and track key leading indicators and report regularly to the Leadership Team
  • Establish and track key lagging indicators and report regularly to the Leadership Team
  • Based on leading indicators, develop action plans (focus audits, monthly campaigns, training, etc.)
  • Assist in the identification workforce training needs
  • In conjunction with the Corporate HSE Manager and the Site Manager, ensure that site hazard assessments and safety plans are regularly reviewed and updated
  • Serve as a source of knowledge related to HSE questions
  • Ensure site leadership is an active participant and leads incident investigations and reviews
  • Participate in, and assist with, incident investigations and reviews
  • Ensure timely completion of incident and other safety reports (CAM and customer) and subsequent timely entry into tracking systems (CAM HSE Data System, etc.)
  • Ensure timely completion and distribution of lessons learned, incident summaries, and corrective actions related to incidents
  • Assist in identifying opportunities related to the recognition of good performance (milestone, group, and individual)

Supervisory Responsibilities :

The Site HSE Advisors will report directly, and be accountable to, the Site HSE Manager. Responsibilities will include the following:

  • Ensuring HSE Advisors maintain a balance between time in the office and time in the field (approx. 25% / 75%)
  • Assessing competency and capability of HSE Advisors
  • Evaluating HSE Advisor capability with regards to training, coaching, and mentoring of CAM personnel
  • Recognizing, problems with the HSE department and elevating, as required, for resolution
  • Setting and maintaining work standards and outlining behavioural expectations to ensure HSE Advisor morale and productivity
  • Applying the site corrective action policy where applicable
  • Manage all administrative requirements associated with HSE Advisors (time sheets, booking time off, shifts, etc.)

Administrative Responsibilities :

The HSE Manager, in partnership with the Site Manager, will ensure that all reporting requirements are met in a timely manner. In addition, presentations on leading and lagging indicators, trends, etc. will be developed and shared with the site on a regular basis. These responsibilities will include the following:

  • Maintaining a daily log or diary
  • Preparing of reports and charting of data for presentation to the Leadership Team and the site as a whole
  • Preparing of required CAM and customer reports
  • Preparation of presentations showing trends, achievements, gaps, opportunities, etc.
  • Maintain documents such as incident logs, action registers, etc.
  • Ensure that actioned items have an assigned owner and completion date
  • Recommending personnel actions such as hiring, promotions and corrective action within the HSE department
  • Engaging the Site Manager and Corporate HSE Manager as appropriate

Knowledge:

  • Relevant regional OHS or OSHA legislation
  • CAM and customer HSE programs, policies, processes, procedures, and objectives
  • A basic understanding of the various trades employed by CAM and their duties within those trades

Qualifications

These are preferred qualifications

  • Certified Safety Professional (CSP) or Canadian Registered Safety Professional (CRSP)
  • Five or more years of experience on industrial worksites
