Core Functions:

The Lieutenant directs all daily activities in his c ommunity. As the representative of the EEPF in the c ommunity, the Lieutenant maintains a global vision and understanding of the territory. The incumbent d evelop s networks and partnerships with the appropriate organizations and individuals, establishes the strategic planning of his team according to the directives of the Deputy Director and is responsible of all human, financial and material resources of the detachment. He e nsure s the achievement of the public safety mission and sets priorities in his c ommunity according to those identified by the Police Director of the EEPF and transmitted by the Deputy Director.

Functional Responsibilities:

  • Maintain a global vision and in-depth knowledge of the c ommunity through networks and partnerships and share critical information with the Deputy Director .
  • Develop these networks and partnerships by sharing the objectives, orientations, and priorities of the EEPF with the community members.
  • Define the strategic planning by identifying issues that are specific to the c ommunity in accordance with the directives received from the Deputy Director and the Police Director of the EEPF .
  • Follow all directives as transmitted by the Deputy Director or the Police Director .

Operations Responsibilities:

  • Act as a main point of contact, in collaboration with the Police Officers, between the EEPF and the c ommunity and ensure all measures are taken to implement c ommunity-based policing .
  • Participa te in implementing policies, priorities and objectives of the EEPF at the c ommunity level by establishing local action plans .
  • Organize, coordinate and direct all activities by maintaining an overall vision and directing operational and administrative activities .
  • Responsible for the strict respect by all p olice staff of the rules and procedures according to each situation .
  • Ensure the updating and analysis of information relative to the c ommunity and recommend measures to the Deputy Director on how to reduce crime by partnering with the appropriate resources .
  • Assist in patrolling and dispatching activities .

Equipment Responsibilities:

  • Responsible of all financial and material resources in the c ommunity in order to ensure the effectiveness and efficiency in all policing activities by implementing the appropriate means of administrative control (overtime, work schedules, etc.) .
  • Control the use of financial and material resources according to budget and guidelines, by regularly verifying and following the evolution of expenditures and reporting any outstanding situations to the Deputy D irector of Operations .
  • Maintain the appropriate records on all equipment belonging to the EEPF (cars, arms, uniforms, etc.) .

Human Resources and Managerial Responsibilities:

  • Supervise and lead direct reports .
  • Assist with development of team objectives , as well as individual objectives for direct reports by ensuring that performance is aligned with those objectives . Ensure that supervisors within team are establishing objectives that are in alignment with departmental objectives , in collaboration with the Department Director .
  • Identify training needs, recommend solutions, and support training and development .
  • Conduct periodic performance evaluations for direct reports and assist supervisors through formal performance evaluations and regular one-on-one meetings .
  • Promote ongoing, effective and open communication with employees. Keep staff members informed of decisions that impact them and/or their department .
  • Maintain good working relations by getting involved in resolving conflicts and contentious issues that concern the staff by receiving members' or other Officers’ complaints. When required, refer the issue to the Deputy Director if a necessary sanction is deemed necessary .
  • Responsible for setting up the work schedule s for Police Officers to answer both the needs of the c ommunity and respect the obligations of the EEPF .
  • Manage the different leaves and vacations according to the Working Conditions Bylaw .

Other Responsibilities:

  • Maintain up-to-date knowledge and skills in area(s) of responsibility.
  • Perform other duties as required.

Qualifications:

Education

Experience

  • 5 to 8 years of experience as a Police Officer .
  • Extensive knowledge of Cree policies and procedures .

Language :

  • Fluency in Cree, French, and English (2 out of 3) .

Knowledge and Abilities:

  • Ability to conduct himself/herself with a high degree of professionalism and to adhere to the code of ethics established for this purpose .
  • Strong communication and interpersonal skills .
  • Ability to demonstrate good judgment, discretion, flexibility, initiative, tactfulness, and honesty .
  • Ability to provide leadership and direction .
  • Ability to develop and maintain effective working relationships .
  • Ability to work at an executive level with little or no supervision .

Additional Requirements :

  • Willingness to undergo a background check .
  • Willingness to travel occasionally .
  • Hold a valid driver’s license for motor vehicles (class 5) and be eligible to obtain a driver's license for an emergency vehicle.
  • Meet the following vision standards: 20/40 in the better eye, corrected to 20/20, and 20/100 in the other eye, corrected to 20/3 0.

The Cree Nation Government may, at its discretion, waive any or all of the aforementioned requirements if a suitable candidate who is a JBNQA beneficiary accepts to follow a training plan determined by the Cree Nation Government as a condition of employment.
