Gannett Fleming is looking for a Senior Environmental Planner to join our established and growing Environmental Team in Toronto, Ontario. This position will integrate into a team of environmental scientists, planners, and project managers to deliver a wide range of Environmental Assessment projects within various sectors, including transportation infrastructure (road/bridge), transit expansion, water/wastewater, etc.

Duties and Key Responsibilities:
  1. Lead and deliver a variety of Environmental Assessment projects including Ministry of Transportation (MTO) Class EAs, Municipal Engineers Association Class EAs, Transit Project Assessments, etc. from planning to approval phases.
  2. Coordinate closely with the engineering design team to ensure technical and environmental workstreams are closely aligned as part of the EA process.
  3. Author Environmental Assessment Reports (ESDs, DCRs, TESRs, Environmental Study Reports, Project File Reports, Environmental Project Reports, and other supporting environmental documentation to satisfy regulatory requirements.
  4. Be able to interpret relevant legislation including Ontario Environmental Assessment Act, Impact Assessment Act, Ontario Regulation 231/08, etc.
  5. Prepare public/stakeholder consultation plans and engagement strategies for EA projects.
  6. Carry out public, review agency, Indigenous Communities consultation including technical meetings, preparation of communication materials, consultation reports, stakeholder responses and comment tracking.
  7. Liaise with regulatory agencies and assist in preparing consultation strategies and meeting materials accordingly.
  8. Prepare environmental impact assessments including mitigation strategies and best management practice approaches.
  9. Monitor EA project schedule, scope and budget in accordance with the project management plan.
  10. Manage a team of environmental and technical disciplines (including subconsultants) as part of the EA process.
  11. Assist in preparing documentation to support permits and approvals.
  12. Coordinate environmental aspects of projects through planning, design, contract specifications, and/or construction.
  13. Support business development pursuits, including proposal preparation, development of technical workplans and preparation of project fee estimates.
Minimum Qualifications:
  1. Bachelor’s Degree in Environmental Management, Planning, Engineering, Urban Planning or a related discipline.
  2. Minimum 10-15 years of practical experience managing and delivering Environmental Assessments in Ontario.
  3. Must have established working knowledge of relevant legislation including Ontario Environmental Assessment Act, Impact Assessment Act, Ontario Regulation 231/08, etc.
  4. Experience managing and delivering MTO Class EAs and Municipal Class EAs.
  5. An understanding of transportation, transit and municipal infrastructure construction projects gained through practical experience.
  6. Ability to read and interpret engineering plans and drawings.
  7. Demonstrated sense of urgency with a strong commitment to ensuring client satisfaction, achieving goals and objectives.
  8. Must have working knowledge of regulatory requirements related to noise, cultural heritage, archaeology, natural heritage, air quality, land use, species at risk, etc.
  9. Excellent self-management, time management and organizational skills with the ability to set priorities and multi-task.
  10. Familiarity and working knowledge of various environmental permits and approvals.
  11. Strong verbal and written communication skills, team oriented and ability to work independently.
  12. Professional designation such as Registered Professional Planner (RPP), Project Management Professional (PMP) is an asset.
  13. Proficiency with Microsoft Office applications (Teams, Word, Excel, PowerPoint), Adobe Acrobat applications, and file sharing systems (e.g., Sharepoint).
